The ceremony announced the Resolutions and Decisions of the Central Government on the merger of provincial-level administrative units, establishment of Party organizations, appointment of Party committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of Ho Chi Minh City. Along with that, announce Resolutions and Decisions of provinces and cities related to the arrangement and consolidation of commune-level administrative units; establish Party organizations, appoint Party committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees at the commune level.

Speaking at the Ceremony to announce the Resolutions and Decisions of the Central and local governments on the merger of administrative units, General Secretary To Lam stated: The decision to "rearrange the mountain range" is a historic step of strategic significance, marking a new development stage in the cause of perfecting the state administrative apparatus, perfecting the institutions and organization of the political system to be synchronous, streamlined, effective and efficient, towards perfecting a modern, creative, close to the people, close to the people, serving the people, so that all benefits belong to the people.

Mr. Nguyen Van Nen becomes the new Secretary of the Ho Chi Minh City Party Committee

According to the Politburo's Decision, the new Ho Chi Minh City Party Committee Executive Committee consists of 107 people (specifically 36 members of the Ba Ria - Vung Tau Provincial Party Committee Executive Committee, 32 members of the Binh Duong Provincial Party Committee Executive Committee and 39 members of the Ho Chi Minh City Party Committee Executive Committee).

The Politburo also appointed Mr. Nguyen Van Nen - Politburo member, Secretary of the Ho Chi Minh City Party Committee (old) to hold the position of Secretary of Ho Chi Minh City (new) for the 2020 - 2025 term.

At 8:30 a.m., Mr. Nguyen Van Phong - Standing Deputy Secretary of the Hanoi Party Committee - announced the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in the capital. Accordingly, from July 1, Hanoi will officially have only 126 communes and wards.

Next, Mr. Phong also announced the decision of the Hanoi Party Committee Executive Committee on terminating the activities of 30 Party Committees in 30 districts, towns and cities under the Hanoi Party Committee.

Mr. Phong announced the decision to establish a Party Committee in 126 new communes and wards under the City Party Committee after implementing the arrangement. The new party committees will officially come into operation from July 1.

Hai Phong City announced the city's resolutions and decisions on merging communes, wards, and special zones; ending the activities of the old commune-level Party Committee, ending the activities of the old district-level Party Committees. At the same time, announce the establishment of Party Committees of communes, wards, special zones and appoint personnel; the city establishes the Vietnam Fatherland Front at the commune level.

Previously, the National Assembly passed a Resolution on the arrangement of provincial-level administrative units. Accordingly, the entire natural area and population of Hai Phong City and Hai Duong Province will be arranged to become a new city called Hai Phong City. After the arrangement, Hai Phong City has a natural area of 3,194.72km2 and a population of 4,664,124 people. Hai Phong city borders the provinces of Bac Ninh, Hung Yen, Quang Ninh and the East Sea.

Speaking at the ceremony to announce the establishment of the new Hai Phong City, Prime Minister Pham Minh Chinh emphasized that the merger of Hai Duong province and Hai Phong city into a new administrative unit named Hai Phong city demonstrates the strategic and long-term vision of the Party and State on development space, optimization of resources, resonance of potentials and advantages, towards being a large, modern, smart, multi-functional city, raising the level of industrial, logistics, seaport, trade, services, culture, education, science and technology development.

On this occasion, the Prime Minister presented Hai Phong City with 12 words "Solidarity - Rich - Modern - Prosperity - Civilization - Happiness".

Appointing Mr. Do Thanh Binh as Secretary, Mr. Tran Van Lau as Chairman of Can Tho City

On the morning of June 30, in Can Tho City, Steering Committee 2088 held a Ceremony to announce the Resolution and Decision of the Central and local governments on merging provincial and commune-level administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of cities, communes, wards, and special zones.

At the ceremony, Mr. Le Quang Tung, member of the Party Central Committee, Secretary General of the National Assembly, Head of the National Assembly Office, announced Resolution No. 202/2025/QH15 of the National Assembly on the arrangement of provincial-level administrative units.

Announcing Resolution 203/2025/QH15 dated June 16, 2025 on amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam.

According to the Resolution, after the arrangement of Can Tho city, Hau Giang and Soc Trang provinces will become Can Tho city (new). Can Tho city has 103 commune-level administrative units, including 31 wards and 72 communes. Of which, 30 wards and 65 communes were formed after the reorganization and 08 commune-level administrative units that did not implement the reorganization were Tan Loc ward, Truong Long, Thanh Phu, Thoi Hung, Phong Nam, My Phuoc, Lai Hoa, Vinh Hai communes.

Immediately after the announcement ceremony, the leaders of Hung Yen Provincial Party Committee presented decisions on the organization and personnel in the newly arranged administrative units. Accordingly, after the arrangement, Hung Yen province has 104 commune and ward party committees under the Provincial Party Committee.

At the ceremony, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented flowers to congratulate the leaders of Hung Yen province after the merger.

On the morning of June 30, in Bac Giang province, a ceremony was held to announce the Resolution and Decision of the Central and local governments on the arrangement of provincial and commune-level administrative units, ending district-level activities.

At the ceremony, Mr. Nguyen Huu Dong - Deputy Head of the Central Internal Affairs Commission announced the National Assembly's Resolution on the arrangement of provincial and commune-level administrative units.

Accordingly, the new Bac Ninh province has a natural area of 4,718.6 km2, a population of 3,619,433 people with 99 communes and wards, starting to operate from July 1.

The newly established Bac Ninh province borders Hung Yen, Lang Son, Quang Ninh, Thai Nguyen provinces, Hai Phong city and Hanoi city.

At the ceremony, the Politburo's Decision on the establishment of the Bac Ninh Provincial Party Committee was also announced. The Politburo's decision appoints the Executive Committee (including 71 members), the Standing Committee (19 members), the Secretary, and Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2020-2025 term.

Accordingly, Mr. Nguyen Van Gau, Secretary of the Bac Giang Provincial Party Committee, became the new Secretary of the Bac Ninh Provincial Party Committee; the Deputy Secretaries of the Bac Ninh Provincial Party Committee include: Ms. Nguyen Thi Huong (Standing Deputy Secretary), Mr. Vuong Quoc Tuan, Mr. Nguyen Viet Oanh, Ms. Nguyen Huong Giang.

The decision of the Secretariat appoints the Inspection Committee (15 people), Chairman and Deputy Chairman of the Inspection Committee of the Bac Ninh Provincial Party Committee. Accordingly, Mr. Tran Huy Phuong is the Chairman of the Inspection Committee of the Bac Ninh Provincial Party Committee.

Resolution of the National Assembly Standing Committee on appointing the Chairman, Vice Chairman of the People's Council, heads of the People's Council of Bac Ninh province and heads of delegations and deputy heads of the National Assembly delegation of Bac Ninh province.

Accordingly, Mr. Nguyen Viet Oanh became Chairman of the People's Council of Bac Ninh province (before the merger, Mr. Oanh was Chairman of the People's Committee of Bac Giang province).

The Vice Chairmen of the People's Council of Bac Ninh province include: Ms. Tran Thi Hang, Ms. Lam Thi Huong Thanh, Mr. Nghiem Xuan Huong, Mr. Nguyen Anh Tuan.

Accordingly, the newly appointed Chairman of the People's Committee of Bac Ninh province is Mr. Vuong Quoc Tuan (before the merger of the province, Mr. Tuan was the Chairman of the old People's Committee of Bac Ninh province).

The 6 new Vice Chairmen of the People's Committee of Bac Ninh province include Mr. Dao Quang Khai (Standing Vice Chairman), Le Xuan Loi, Mai Son, Pham Van Thinh, Ngo Tan Phuong, Phan The Tuan.

On the morning of June 30, in Lam Dong province, a ceremony was held to announce the Resolution and decisions of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing a party organization, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of the province and communes, wards and special zones.

The decisions take effect from July 1, 2025.

The announcement ceremony was broadcast live and connected to 129 new commune and ward bridges in the area. At the ceremony, comrade Do Trong Hung announced the Resolution and Decision of the Central Government on the merger and establishment of provincial and commune-level administrative units. According to the plan, the whole province will reduce from 209 commune-level administrative units to 69 units. Many communes were merged and renamed to suit historical and geographical factors, making it convenient for management. Along with that, newly established party organizations, People's Councils, People's Committees and Vietnam Fatherland Front Committees at the commune level, appointing leadership personnel to ensure continuity and synchronization.

The Standing Committee of the Ha Tinh Provincial Party Committee has decided to establish a Steering Committee to implement the task of arranging administrative units and organizing the apparatus. The Steering Committee is headed by the Provincial Party Committee Secretary, Deputy Secretaries and leaders of the Provincial People's Committee are Deputy Heads, and members are leaders of many related departments and branches. The Steering Committee operates concurrently, responsible for directing, guiding, and urging the implementation of arrangement, resolving arising difficulties and problems.

The simultaneous announcement of decisions and the reorganization of the entire apparatus is considered an important preparation step, to ensure that the new administrative units officially come into operation from July 1, 2025, meeting the requirements of streamlining, efficiency, and better serving the people.

Quang Binh and Quang Tri officially merged into the new Quang Tri province

On the morning of June 30, at the Hall of the Quang Tri Provincial Center for Culture and Cinema, a ceremony was held to announce the resolutions and decisions of the Central and the province on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing a party organization, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of the province and communes, wards, and special zones of the new Quang Tri province.

The ceremony was attended by Deputy Prime Minister Tran Hong Ha.

At the ceremony, important resolutions were announced, including the Politburo's Decision on the establishment of the new Quang Tri Provincial Party Committee, appointing the Executive Committee, the Provincial Party Committee Standing Committee, the Secretary and Deputy Secretary of the Quang Tri Provincial Party Committee, and decisions related to the organization of the government at all levels.

After merging Quang Tri and Quang Binh provinces to establish Quang Tri province, the new province has an area of over 12,699km2 (254%) and a population of 1,845,335 people (131-81% of the standard).

The new Quang Tri province will have 78 commune-level administrative units. The administrative - political center of Quang Tri province after the merger will be located in Dong Hoi City (old).

In Decision No. 1269/QD-TTg, the Prime Minister appointed Mr. Pham Anh Tuan, Deputy Secretary of the new Gia Lai Provincial Party Committee for the 2020 - 2025 term to hold the position of Chairman of the new Gia Lai Provincial People's Committee for the 2021 - 2026 term. The decision takes effect from July 1.

Mr. Pham Anh Tuan was born on May 19, 1973, from Ky Lam commune, Ky Anh district, Ha Tinh province; graduated from Hanoi National Economics University, with a PhD in banking and finance.

Mr. Pham Anh Tuan has held the positions of General Director, Chairman of the Board of Directors of Post Insurance Corporation; General Director, Chairman of the Board of Members of Vietnam Post Corporation.

Mr. Pham Anh Tuan was appointed by the Prime Minister as Deputy Minister of Information and Communications in 2019.

According to the Resolution, the city's political and administrative center is located in Hai Chau ward, Da Nang city. The population is over 3 million people, with 94 commune-level administrative units (including 23 wards, 70 communes and 1 Hoang Sa special zone).

At the ceremony, representatives of the Politburo, the National Assembly Standing Committee and the Prime Minister announced the decision to appoint key positions of Da Nang City after the merger, officially effective from July 1, 2025.

For the Da Nang City Party Committee: Mr. Nguyen Van Quang (former Da Nang City Party Committee Secretary) continues to be appointed to hold the position of Secretary of the new Da Nang City Party Committee.

Mr. Nguyen Van Quang was born in 1969, from Hai Phong, with a Doctorate in Law. Currently a member of the 13th Party Central Committee.

In Phu Tho

The Phu Tho Provincial Conference Center is the venue for the Ceremony to announce the Resolution and Decision of the Central and local governments on the arrangement of provincial and commune-level administrative units. From 7am, many delegates were present, enjoying the welcoming performances.

In Hanoi

Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai was present from early morning to direct all preparations for the announcement ceremony. At about 7:30 a.m., Politburo member and President Luong Cuong attended the announcement ceremony.

In Can Tho

At the Can Tho City Party Committee Hall, where the Ceremony to Announce Resolutions and Decisions of the Central and local governments on the arrangement of provincial and commune-level administrative units took place, it was noted that at 7am, there were many delegates attending.

On June 30, a ceremony was held across the country to announce resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Front of provinces, cities, communes, wards, and special zones.

This content is clearly stated in Conclusion No. 171-KL/TW of the Politburo and the Secretariat on continuing to implement and complete the task of reorganizing the apparatus and administrative units. The conclusion was signed by Politburo member, Standing member of the Secretariat Tran Cam Tu and issued on June 27.

The Conclusion also clearly states the need to urgently review and complete all assigned work, arrange and assign cadres, civil servants, public employees, and workers in provincial and commune-level agencies and units; arrange full headquarters, facilities, and working means to meet requirements; ensure stable communication lines for commune-level public administrative service centers; select a system to share information technology platforms in some applications for handling administrative procedures, document management, online meetings, reporting information, exploiting and sharing data; proactively and flexibly overcome difficulties, thoroughly handle arising problems...

The Politburo and the Secretariat requested Party committees at all levels, agencies and units directly under the Central Government to continue to focus at the highest level, proactively, actively and resolutely seriously implement the policies and conclusions of the Central Committee, the Politburo and the Secretariat on streamlining the apparatus of the political system associated with the two-level administrative units.

At the 9th session, the 15th National Assembly passed a Resolution on the arrangement of provincial-level administrative units in 2025.

According to the resolution, the whole country after the reorganization has 34 provincial-level administrative units, including 28 provinces and 6 cities; of which 19 provinces and 4 cities formed after the reorganization and 11 provinces and cities do not implement the reorganization.

National Assembly Chairman Tran Thanh Man has signed and issued 34 resolutions of the National Assembly Standing Committee on the arrangement of commune-level administrative units of 34 new provinces and cities. After the arrangement, the whole country still has 3,321 commune-level units.

The 15th National Assembly also passed a Resolution amending and supplementing a number of articles of the 2013 Constitution, the Law on Local Government (amended) and a number of related draft laws, creating a legal basis for the implementation of the 2-level local government model, officially operating from tomorrow (July 1, 2025).

In Ca Mau

On the morning of June 30, Ca Mau province organized the announcement of the Resolution and Decision of the Central and local governments on the arrangement of provincial and commune-level administrative units; ending the operation of district-level administrative units; establishing a party organization, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of provinces, communes and wards of Ca Mau province.

The ceremony was held at the Association of Schools of the Ca Mau Provincial Military Command, connecting 64 bridges in communes and wards in the province online and being broadcast live on the broadcast of Ca Mau Newspaper and Radio and Television, Bac Lieu Newspaper and Radio and Television.
