In October 2025, the People's Committee of Khanh Hoa province reported on the results and progress of the work to remove difficulties and obstacles for investment projects in the area.
In the list mentioned in the report, there are 3 projects invested by Phuc Son Group Joint Stock Company that are currently facing difficulties, awaiting handling according to the conclusion of the investigation agency and the court's verdict.
The three projects include the Nha Trang airport connection routes and intersections project; the Ngoc Hoi intersection connection belt road project; and the Ngoc Hoi intersection project.
These are projects implemented in the form of a BT (build - transfer) contract signed between the People's Committee of Khanh Hoa province and Phuc Son Group.
According to the People's Committee of Khanh Hoa province, the above projects related to the case are currently being handled by the Criminal Investigation Agency - Ministry of National Defense.
After the prosecution agency handled the case according to the law, the province proposed that Steering Committee 751 allow the application of the viewpoints and principles of the Project on Handling Difficulties in BT and PPP Projects to remove difficulties for this group of projects.
Specifically, the Provincial People's Committee proposed and approved the project to continue implementing the following procedures, and assigned the Ministry of National Defense to submit to the Prime Minister for approval a plan to arrange and handle real estate facilities in the old Nha Trang airport area.
Assign the People's Committee of Khanh Hoa province to coordinate with the Ministry of National Defense to carry out procedures to submit to the Prime Minister for approval of land allocation and land lease plans to investors, as a legal basis for payment and settlement of BT projects.
The Provincial People's Committee is also responsible for handling the remaining land area after payment, ensuring compliance with the approved planning, land use plan and urban planning.
At the same time, organize the implementation of the recommendations in the inspection conclusion, especially the determination of land prices to pay for BT projects in accordance with regulations, avoiding loss of State assets.
According to the guidance of Steering Committee 751 in Document No. 117/CV-BCD dated August 5, 2025, these projects are currently waiting for the results of handling according to the conclusion of the investigation agency, the verdict of the Court, based on Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo.
The above solution has been updated to System 751 by Khanh Hoa Provincial People's Committee according to Official Dispatch No. 4805/UBND-XDNDND.
In 2025, Prime Minister Pham Minh Chinh signed a Decision to establish a Steering Committee to resolve difficulties and problems of backlog projects.
According to the Decision, the Head of the Steering Committee is Permanent Deputy Prime Minister Nguyen Hoa Binh.
The Steering Committee has the function of assisting the Prime Minister in researching, consulting, recommending, and proposing directions and solutions to solve important, inter-sectoral problems to remove difficulties and obstacles related to backlog projects, including projects using public investment capital, domestic private investment capital, foreign direct investment capital, etc.
