Lang Ward People's Committee (Hanoi) has just coordinated with functional forces to organize corrugated iron enclosures on the 1st floor of house 51 Huynh Thuc Khang, in order to accelerate the progress of the apartment building renovation and reconstruction project that has been delayed for many years.
The project to renovate and rebuild the apartment building at land plot No. 51 Huynh Thuc Khang is identified as one of the key projects, contributing to urban embellishment and ensuring housing safety for people.
However, the progress is under great pressure as the implementation time fund according to the investment policy of 3 years is only about 1.5 years.
Lang Ward People's Committee said that, according to legal documents, the land lease contract of the unit currently using the 1st floor of house 51 Huynh Thuc Khang expired in 2016 and was not extended by competent authorities.
But instead of handing over the site, this unit continued to sublease it to other organizations for business, using the land for wrong purposes for a long time. The lack of cooperation of related businesses is identified as the biggest "bottleneck" causing the project to be delayed.

Notably, although Lang Ward People's Committee has issued many notices requesting the relocation of people and property before March 16, 2026, business activities here still take place normally until functional forces carry out fences.
Representatives of Bach Khoa Investment and Development Joint Stock Company - the project investor - said that according to the approved plan, after completing the handover of the site in April 2026, the construction unit will demolish the entire old project in the next 2 months. The groundbreaking ceremony is expected to take place in July 2026 and the new project will be handed over to residents in the fourth quarter of 2027.
The corrugated iron fence is not only a technical measure to ensure safety, but also demonstrates the determination of local authorities in thoroughly handling violations related to the management and use of public assets. Thereby, ensuring legitimate rights for households that have complied with the relocation, and at the same time promoting the policy of renovating old apartment buildings of Hanoi city in an effective and transparent direction.


According to Lao Dong's records, the current state of apartment building 51 Huynh Thuc Khang has many seriously degraded items, peeling and damaged walls, affecting urban aesthetics and posing potential safety risks.
In 2011, this apartment complex was heavily damaged after the collapse of adjacent house number 49. Since then, 19 households in block 1 have had to be urgently relocated to temporary residences.
Ms. Nguyen Thi Minh (Lang ward) said that the apartment complex has been degraded for many years, posing a potential risk of unsafety, and people hope that the project will be implemented soon to improve living conditions.
Meanwhile, Ms. Tran Thi Hong Van (resident of apartment P505) expressed her excitement at the drastic move of the local government, saying that this is a positive signal for households to soon return to their new spacious and comfortable accommodation.
On behalf of the residents, I would like to thank the Hanoi People's Committee, Lang ward authorities and the investor; and at the same time, I hope that the units renting the 1st floor will soon comply with regulations and hand over the ground so that the project can be implemented for the common good," Ms. Van said.
The project to invest in renovating and rebuilding apartment building No. 51 Huynh Thuc Khang is implemented on a scale of about 1,216.6m2, of which the land area within the road opening scope according to the plan is 122.8m2, the land area for project preparation is 1,093.8m2. Construction area is about 875m2, construction density reaches 80%.
The project has a scale of 13 above-ground floors + technical attic and 5 basements. The total floor area is about 17,037.5m2, including: Basement floor area: 11,637.5m2; Basement floor area: 5,400m2; Number of apartments for resettlement: 43 units, with a total area of 1,767m2.
