According to Article 6 of Decree 112/2024/ND-CP, the conversion of crop and livestock structure on rice-growing land is regulated as follows:
1. Principles of converting crop and livestock structure on rice-growing land.
- Comply with the provisions of Clause 1, Article 56 of the Law on Cultivation 2018.
- Only convert the structure of crops and livestock on rice-growing land to perennial crops for the remaining rice-growing land.
- It is not allowed to convert the crop and livestock structure on rice-growing land in the planned rice-growing area with high productivity and quality.
- In accordance with the Plan for converting crop and livestock structure on rice-growing land issued by competent authorities.
- Does not pollute or degrade rice-growing land; does not damage traffic works, irrigation works, dike works, and works directly serving rice production.
- Does not affect cultivation of adjacent rice fields.
2. When converting from rice cultivation to rice cultivation combined with aquaculture, a maximum of 20% of the rice-growing land area can be used to lower the aquaculture area to a depth of no more than 120cm from the field surface.
3. The Chairman of the Provincial People's Committee decides on the type of perennial crop to be converted, ensuring that it is suitable to local conditions.
4. Rice-growing land after converting the crop and livestock structure according to the provisions of Decree 112/2024/ND-CP is counted as rice-growing land.
