According to statistics, the total natural land area of Xuan Mai commune is 5,071ha, including 45,134 land plots, of which agricultural land is 22,342 plots, and non-agricultural land is 22,792 plots. Through review, the area to be measured is only 73.41ha; the area to be adjusted is 484.9ha.
The Commune People's Committee has registered an organizational identification code for the Commune People's Committee to update data on public land plots and public land; and at the same time reviewed and proposed land registration for 2,263 land plots managed by the State, including 1,153 irrigation land plots, 1,047 traffic land plots, 59 land plots for cemeteries and 4 market land plots.
For land plots without owners, unable to contact owners or without information about land users, the commune has requested coordination to verify 1,589 plots in 18 villages.
According to data on the system software recorded until the end of August 12, the total number of land plots on the map of Xuan Mai commune is 52,764 plots. Of which, 29,974 plots have been built databases, reaching a rate of 57%; and 22,790 plots have not yet built databases.
One of the difficulties pointed out in the implementation process is that many non-agricultural land plots are ownerless, the owner cannot be identified or there is no contact information. In addition, some land plot data collected must be transferred for review due to information distortion and blurred copies.
For agricultural land, the dossier for issuing a Certificate of Land Use Rights after land consolidation and exchange has not been digitized. In some cases, a Certificate is issued for many land plots, and the Certificate only shows the name of the field, not the land plot number and map number, making it difficult to determine the boundaries and location of the land plot in the field.
Some areas and villages that have not implemented land consolidation and exchange also make the method of collecting agricultural land data have different requirements compared to non-agricultural land.
Mr. Nguyen Anh Duc, Chairman of Xuan Mai Commune People's Committee, said that the workload is still very large with more than 22,000 plots that have not yet built a database. In the immediate future, the commune prioritizes handling more than 14,000 land plots that have just been provided with maps; urgently implementing the adjustment of the area of 484.9ha.
Mr. Nguyen Anh Duc requested the Economic Department to have a document sent to the survey units that previously coordinated with communes and towns to exploit survey data; and at the same time review and coordinate with the former Chairmen, Vice Chairmen of People's Committees and land administration officials of communes before arranging administrative units to serve the data review work.
Along with that, continue to review the areas that have been cleared to adjust and update data; request the Land Registration Office to accelerate the progress of measurement for areas that need to be supplemented.
For cases where land users have not been identified, the commune police continue to strengthen verification. Cases that have been reviewed but have not been identified will be transferred to the police of communes and wards nationwide in batches to coordinate in searching for and verifying information...
According to the report of Nam Phu Commune People's Committee, there are currently 27,140 land plots on the two-level map in the area.
As of August 13, 19,533 land plots have been built into databases; of which 19,218 plots have matched the population database and 15,375 plots have been cleaned up, fully meeting 5 connection criteria, reaching about 78.7% of the plots that have built into databases.
In addition, the commune has collected 2,453 new land plots, gradually adding missing data to the system.
Currently, there are still 7,607 land plots under construction of new databases, requiring working groups to continue to focus highly in the remaining days of the campaign.
Chairing a meeting with departments, branches, and localities on the progress of building a land database in the city on August 13, Vice Chairman of Hanoi People's Committee Bui Duy Cuong requested departments, branches, and localities to focus on strictly implementing the agreed plan, striving to complete Hanoi's land database in August 2026, ensuring "correct, sufficient, clean, live" data, synchronously connected with the National Database, effectively serving state management, administrative reform, digital transformation and digital government development of the Capital.
