The Giang Tra technical infrastructure project, Sa Pa ward, Lao Cai province has a total planned area of 33.4ha. To implement the project, 175 households and individuals are subject to land acquisition.
On September 9, reporters recorded in Sa Pa ward that site clearance for the project is being focused on by the locality, in which propaganda and mobilization of people to coordinate in counting are put first.
According to the dossier, the project was approved for a feasibility study report by Sa Pa Town People's Committee in Decision No. 226, with a implementation cost of more than 313 billion VND.
The project planning scope is about 33.4ha, affecting 175 households and individuals. To date, the locality has issued land recovery notices for 46 households, with a total area of 10.67ha.
Notably, the planned parking area alone has a recovered area of about 6.5ha, related to 37 households.
Sa Pa Ward has announced land recovery for all these households and organized statistics and counting of 10 households. However, the households have not agreed to carry out the counting.
The main obstacles currently relate to compensation, support and land allocation plans after recovery.
In recent dialogues with people, many opinions said that the compensation unit price and support level have not met expectations.
People propose to publicly announce the specific compensation prices for each type of land, including residential land, rice land, perennial crop land and other annual crop land.
Some households proposed to be allocated land with an area equivalent to or suitable for the recovered area.
In particular, the newly arranged area needs to have stable ground and water sources to ensure living and production conditions.
Mr. To Ngoc Lien, Secretary of the Party Committee, Chairman of the People's Council of Sa Pa ward, said that the locality has recorded the people's petitions and will continue to review and complete dossiers, and develop compensation and support plans in accordance with regulations.
The agencies in charge of site clearance will publicize information on compensation, support, and resettlement after completing the verification of land origin, assets, and related contents.
Leaders of Sa Pa ward also requested households to coordinate in statistics, inventory, and create a basis to fully determine the affected land area and assets.
Removing obstacles in inventory, compensation and support is considered an important step to accelerate site clearance and create ground for the Giang Tra Regional Technical Infrastructure project.
