According to statistics, up to now, nearly 90,000 social housing units have been built nationwide. In the first 6 months of the year alone, the whole country has completed about 35,000 - 36,000 social housing units.
The National Assembly has issued Resolution 201/2025/QH15 to pilot a number of social housing development policy mechanisms. This Resolution is considered a "revolution" in reforming administrative procedures for social housing projects.
It can be seen that specific mechanisms and policies in implementing social housing policies have opened up very new and breakthrough directions.
In order for these policies to soon be promoted in practice, creating a breakthrough in social housing development, some experts believe that it is necessary to promote the change of attitude of local authorities in developing social housing, eliminating the situation of "hot above, cold below".
In particular, the Government has recently issued Decree No. 192/2025/ND-CP detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 of the National Assembly.
The Decree clearly stipulates that investors of social housing construction investment projects are fully responsible for the accuracy of the investor's application documents, deciding on selling prices, rental prices for social housing, implementing social housing construction investment projects to ensure progress and quality, and compliance with legal regulations.
Organize audits, organize consultancy to review the selling price and rental price of social housing, be responsible before the law for the results of audits and examinations, and ensure compliance with legal regulations.
The Government Inspectorate, ministries and relevant ministerial-level agencies within the scope of assigned functions and tasks. Organize the implementation, monitoring, inspection and examination of the implementation of Resolution No. 201/2025/QH15 and this Decree to promptly detect and handle violations of the law, take advantage of policies and resolve complaints and denunciations within the scope and authority.
The Ministry of National Defense and the Ministry of Public Security are responsible for assigning investors to housing construction investment projects to the People's Armed Forces to ensure compliance with regulations.
Organize inspections and take measures to handle investors who are behind schedule in accordance with approved projects and do not ensure the quality of construction works.
The Decree also stipulates that investors of social housing construction investment projects are responsible for organizing implementation and taking measures to control the quality of social housing projects.
In case the competent state agency discovers or receives information about the project or item of the social housing project, there are doubts about the quality or there are signs of danger, not ensuring safety for exploitation, use or continuing construction, the local government is responsible for directing and organizing the implementation of related tasks according to the provisions of law.
