On the morning of June 24, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented a report on handling debt collection sources for policy credit programs issued by the state budget (NSNN) that have expired at the Social Policy Bank (CSXH).
From 2008-2017, the State Bank of Vietnam has provided the Social Policy Bank with a total amount of VND 6,068.961 billion to implement loans for 3 groups of policy credit programs, including: Policy credit programs for ethnic minority households, housing loans and loans to support poor districts to boost labor exports.
According to regulations, the disbursement period is until the end of 2020; after 2020, the Social Policy Bank is responsible for recovering the loan because the implementation period has ended.
According to the report of the Social Policy Bank, by April 30, 2025, VND 3,144.499 billion had been recovered and the remaining outstanding debt continued to be recovered according to the credit contract signed with the borrower, which is VND 2,924.462 billion.
The implementation of the above programs has helped nearly 1.1 million poor households, near-poor households, ethnic minority households and other policy beneficiaries access capital.
Nearly 400,000 ethnic minorities have borrowed capital to improve their lives, more than 11,000 people have borrowed capital to work abroad, nearly 700,000 customers have borrowed capital from social housing programs with over 700,000 houses built.
However, according to the report of the Social Policy Bank, the demand for loans of policy credit programs by the end of 2025 is relatively large, about VND31,727 billion, of which the demand for state budget capital needs to be allocated to the Social Policy Bank to lend policy credit programs about VND16,727 billion.
Of which, loans for socio-economic development of ethnic minority areas are VND 10,727 billion, loans for social housing according to Decree No. 100/2024 of the Government are VND 6,000 billion.
From the above situation, the Government submitted to the National Assembly to allow the Bank of Vietnam to use recovered capital and continue to recover in the coming time to lend policy credit programs at the Bank of Vietnam.
In particular, it allows the Social Policy Bank to continue using VND 6,068.961 billion, including the amount of debt collected as of April 30, 2025 of VND 3,144.499 billion and the remaining amount of VND 2,924.462 billion to lend to credit programs at the Social Policy Bank.
CSXH Bank is responsible for managing and using capital in accordance with the provisions of financial regulations to lend in accordance with the provisions of law.

Reviewing the above content, Chairman of the Economic and Financial Committee Phan Van Mai proposed that the National Assembly allow the Bank for Social Policies to continue to use the entire amount of VND 6,068.961 billion that the State budget has provided to policy credit programs to lend to credit programs as proposed by the Government.
The Government is responsible for the accuracy of the data and directs relevant agencies and units to continue to fully recover unrecovered loans according to legal regulations to implement lending for policy credit programs.
At the same time, it is recommended that the Government direct the Bank for Social Policies to manage, use, and lend in accordance with regulations, ensuring the implementation of the goals of lending programs, avoiding policy profiteering, loss, waste, and negativity.
