According to the session agenda, on the afternoon of May 29, the National Assembly voted to pass the National Assembly Resolution on piloting a number of specific mechanisms and policies for social housing development.
The Electronic Voting Results Table shows that 461/463 National Assembly deputies voted in favor, accounting for 96.44%. Thus, the Resolution has been officially approved.
The Resolution takes effect from June 1, 2025, except for the contents assigned to the Government for detailed regulation, and takes effect from July 1, 2025.

Assigning proactive authority to localities
Before voting, Minister of Construction Tran Hong Minh, on behalf of the Government, reported on the reception, explanation, and revision of the draft Resolution of the National Assembly to pilot a number of specific mechanisms and policies for social housing development.
The Government has absorbed and revised the regulations on national housing fund in the direction of: National housing fund is a budget foreign financial fund, with legal status, operating without profit purposes. The National Housing Fund includes: The central housing fund established by the Government, local housing fund established by the provincial People's Committee.
The National Housing Fund focuses on forming a housing fund for rent with the goal of saving land resources, many people are allowed to rotate this housing fund, ensuring a stable and long-term solution to the housing needs of those who are unable to pay to buy social housing (currently, most of the rental housing funds of businesses in projects are sold after a certain period of time, so there is no stability for the tenants).

At the same time, the contents of the Fund's expenditure tasks, scale, etc. will be clarified in the Government's Decree detailing this Resolution to ensure that the expenditure tasks are consistent with the goals of establishment and operation of the Fund.
Regarding social housing support policies, the Government has proposed to supplement regulations on conditions to enjoy social housing support policies for subjects affected by the organization and rearrangement of administrative units;
At the same time, it is assigned to localities the initiative to review and evaluate travel time, traffic infrastructure conditions, regions, etc. to determine beneficiaries of social housing support policies, creating favorable conditions for convenient accommodation and near work.
In addition, expanding the scope of subjects including: enterprises, state agencies, political organizations, socio-political organizations that are allowed to rent social housing to arrange for their cadres, civil servants, public employees, and workers to create conditions for cadres, civil servants, public employees, and workers to work with peace of mind.
Minimize administrative procedures
With the aim of creating more incentive mechanisms to attract businesses to participate in investing in social housing construction, the draft Resolution has cut and reformed the following administrative procedures:
Failure to carry out bidding procedures for selecting investors and procedures for approving investment policies according to the provisions of the law on investment but assign investors without bidding;
Abolish the appraisal procedure for the Feasibility Study Report for construction investment at a specialized construction agency;
No need to carry out steps to establish, appraise, and approve detailed planning tasks;
It is not required to implement a wide bidding process for bidding packages to select contractors in construction activities but to apply a shortened bidding designation process;
Exemption from construction permit in cases of application of sample designs and typical designs;
No need to request the appraisal of the selling price or rental price of social housing at the provincial-level professional agency, but the investor must develop and approve it, after completion, handover and use, the investor is responsible for conducting audits, settlement and sending the dossier to the provincial-level professional agency for inspection.
At the same time, the draft Resolution has added the responsibility of the Government in stipulating: "preventing loopholes, corruption, negativity, waste, and policy profiteering"; having solutions to control, inspect, and assess the quality of social housing.
