The Hanoi City Public Administration Service Center has just issued a decision approving the plan to restructure the process of resolving a group of administrative procedures in the field of registration of measures to ensure protection with land use rights and assets attached to land to prioritize online supply in the city.
According to the Public Administration Service Center, in reality, the number of administrative procedure records for the field of registration of measures to ensure land use rights and assets attached to land in the city arises frequently, in large quantities.
Currently, individuals and organizations can submit documents online on the city's Administrative Procedure Information System. However, according to specialized legal regulations, individuals and organizations must still submit the original certificate of land use rights and ownership of assets attached to land to complete the settlement process.
Accordingly, individuals and organizations still have to come to the reception counter to conduct transactions, causing time waste, wasting social resources, congestion and affecting the implementation of other administrative procedures. Therefore, it is necessary to change the method of receiving documents and returning results to reduce the number of subjects concentrated at the same time, increasing convenience for individuals and organizations when submitting documents online.
In order to ensure effective object division, do not cause congestion, affect other individuals and organizations and improve the effectiveness of receiving, resolving and returning the results of administrative procedures in the field of registration of security measures by land use rights and properties attached to land in the city, it is necessary to implement the restructuring plan for individuals/organizations to submit online dossiers not to direct administrative branches.
Accordingly, the Public Administration Service Center established an online application receiving counter system, stopping receiving applications directly. For people who do not have the skills to submit documents online, the center staff will support and guide them.
Regarding the method of receiving documents and returning results:
- Individuals/organization submitting documents online have the right to choose to transfer paper documents by post to the Branch of the Public Administration Service Center, the rotation fee is paid by individuals/organization. In the online submission operation, individuals/organization collect documents by post, the postal unit will go to the provided address to receive documents.
- After the specialized agency issues the results, the electronic results will return the branch of the Center for Public Administration to return the account to the individual/organization; The results of the paper will be transferred directly from the specialized agency to the registered address of the individual/organization by post. The cost of returning results is implemented in accordance with Resolution No. 39/2024/NQ People's Council dated December 10, 2024 of the People's Council of Hanoi City (or by the organization of self -hiring private postal services).
- Branches of the Public Administration Service Center receive documents online after receiving paper documents, conduct comparison, digitization and forward to competent authorities for settlement.
Payment of fees, charges and service fees is made online on the City Administrative Procedure Information System before returning the results to individuals/organization; or by the co-ordinated payment method (COD) of the postal service.
