On March 20, the Office of the City People's Committee issued a notice of the conclusion of Vice Chairman of the City People's Committee Duong Duc Tuan at the working session on 4 detailed planning projects for the renovation and reconstruction of the old apartment complex Kim Lien, Trung Tu, Khuong Thuong, Hao Nam, Dong Da district.
Accordingly, Vice Chairman of the People's Committee of Duong Duc Tuan directed the People's Committee of Dong Da District to closely coordinate with the city's departments and branches, implementing in parallel, and at the same time, procedures for collecting public opinions, reporting to the City's Construction Planning and Urban Planning Appraisal Council and relevant agencies, completing 4 detailed planning projects in March 2025, submitting them to the Department of Planning and Architecture for project appraisal in April 2025, and submitting them to the City People's Committee for consideration and approval in May 2025.
The old apartment complexes of Kim Lien, Trung Tu, Khuong Thuong are concentrated at the connection point of traffic routes and urban railways; creating an important urban space of the city. Therefore, Dong Da District People's Committee presides over and directs consulting units to study the planning structure of the area, including the three old apartment buildings mentioned above, associated with planning blocks according to the H1-3 urban subdivision planning, to calculate and fully balance the social infrastructure system and general technical infrastructure for the whole area; study urban models and spaces to ensure unity, synchronization, connectivity, and mutual support. In particular, it is necessary to study the structure of the Chua Boc - Pham Ngoc Thach - Ton That Tung intersection, connecting all 3 old apartment buildings mentioned above.
For the area around urban railway station No. 2, study the formation of a construction complex according to the TOD model, applying the provisions of the Capital Law, Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly.
For the old Kim Lien apartment building, the City People's Committee agreed to study the orientation of building a spatial axis parallel to Pham Ngoc Thach Street, rearranging functional areas; keeping the axis of social infrastructure works in their current state; keeping part of low-rise housing areas, integrating with the space for renovation and reconstruction of the old apartment building.
For the old Trung Tu Apartment Complex, the detailed planning plan for the old Trung Tu Apartment Complex is basically agreed according to the proposal of the People's Committee of Dong Da District.
For the old Khuong Thuong apartment complex, the proposal to resettle low-rise housing projects on Ton That Tung Street, south of Hanoi Metallurgy Joint Stock Company was agreed.
For the old Hao Nam apartment complex, the City People's Committee basically approved the detailed planning plan according to the proposal and recommendation of the Dong Da District People's Committee. To complete the detailed planning project, Dong Da District People's Committee is requested to direct and coordinate with the consulting unit to expand the scope of the planning area's restructuring research to Hao Nam street, including Cat Linh railway station (Cat Linh - Ha Dong urban railway line), to synchronously connect works, technical infrastructure systems, identify valuable architectural works, effectively exploit cultural - historical values, and commercial services in the area.
