Regarding some specific targets, in the period 2026 - 2027, based on the assigned functions and tasks to preside over/coordinate with relevant agencies and organizations, the amendment and supplementation of the institutional system on the organization and operation of the administrative apparatus will be completed, ensuring a unified, synchronous, stable, and feasible legal basis for the apparatus to operate smoothly, continuously, effectively and efficiently. At the same time, perfecting institutions and policies on innovation of management mechanisms and financial autonomy mechanisms of public non-business units to ensure timeliness and compliance with the Party's guidelines and policies and laws of the State.
In addition, complete the arrangement of non-business units, schools, medical facilities, and state-owned enterprises under the Ministry of Construction according to regulations. Build and complete common digital platforms under the management scope of the Ministry and put them into unified use from the Central to local levels according to the plan. Ensure that 100% of agencies and units under the Ministry of Construction reach level 3 of maturity in data management.
Ensure 100% of administrative procedures that meet the conditions are provided with full online public services on the National Public Service Portal; The rate of issuing results of electronic administrative procedure resolution reaches 100% and ensures that 95% of people and businesses are satisfied when using online public services.
In the period 2028 - 2030, based on assigned functions and tasks, chair/coordinate with relevant agencies and organizations to ensure a fair, synchronous, unified, public, transparent and feasible legal system.
Build a team of professional cadres, civil servants, and public employees with high quality, reasonable quantity and structure; a team of cadres at all levels, especially strategic levels, with sufficient qualities, capacity and prestige, on par with the tasks. The level of satisfaction in receiving and resolving administrative procedures of people and businesses reaches at least 95%, of which, the level of satisfaction in resolving administrative procedures in the field of construction and investment reaches at least 90%.
The rate of re-exploitation and reuse of information and data that has been digitized in resolving administrative procedures and public services reaches at least 90%; The rate of online payment on the National Public Service Portal on the total number of payment transactions of public services reaches at least 80%. Along with that, ensure that 100% of agencies and units under the Ministry of Construction reach level 4 maturity in data management.
Ensure 100% of agencies and units under the Ministry of Construction provide open data according to standards. Coordinate implementation to complete the goal of Non-cash payment value reaching 30 times GDP.
Coordinate implementation to complete the ranking target for the development of e-government, digital government of Vietnam in the group of 3 leading countries in Southeast Asia and the group of 50 leading countries in the world according to the United Nations assessment. The level of satisfaction of people with the service of state administrative agencies (SIPAS index) reaches at least 95%. The level of satisfaction of people with the provision of public services reaches at least 90%.
Decision 930/QD-BXD takes effect from June 16, 2026.
