The 9-day campaign "enriching and cleaning the national land database" is a general review and standardization of land data nationwide, taking place over 90 days from September to November 2025. The goal is to ensure "correct - complete - clean - live" land information, synchronously connecting with the population database, helping to manage transparently and serve people better.
In Hanoi, this campaign is being urgently deployed to "reach the finish line". Chairman of Phuc Son Commune People's Committee Tran Xuan Hai said: "We have identified this as an opportunity to clean up and enrich data to serve long-term management work, not a campaign to make things good for results. Unlike many places, Phuc Son mobilizes all civil servants and public employees of the Economic Department to directly enter data, ensuring that they will do it as much as they want".
Implementing the 9-day campaign to clean up and enrich land data, Phuc Son commune has established a Steering Committee and 5 working groups in charge of the clusters of villages: Phuc Lam, Dong Tam, Thuong Lam, Tuy Lai and My Xuyen.
Each team includes officials from the Economic Department, Commune Police, and village leaders working directly with people at the village cultural houses to collect and update data on land plots, land users, etc. To date, Phuc Son has collected information on nearly 10,000 land records, of which more than 5,900 records have been entered into the system...

Experts from the Economic Department of Phuc Son commune, Le Thi Khuyen, said: "We have to enter all the information on the red book and related information of each household into the system. On average, each book enters 15 data, with a book having up to 36 data. Many old plots of land, handwritten documents, officials have to review every letter and number to ensure accuracy".
Thanks to that effort, up to now, Phuc Son has not only completed the collection but is also accelerating the import of data, checking, cleaning, and standardizing data to ensure "correct - sufficient - clean - living - unified - common use" in the system before handing it over to the city. Local civil servants and public employees clearly define the working spirit of "doing carefully, signing each file, not leaving any missing documents, not doing it again".
Inspection and supervision work is maintained regularly. The Commune Steering Committee directly monitors each working group, periodically synthesizes and reports to the Commune People's Committee to promptly adjust the implementation plan. Thanks to that, data after being merged must be consistent, not overlapping, creating a foundation for more effective land exploitation and management.
In Yen So ward, Mr. Nguyen Thang Long - Head of the Ward's Urban Economic - Infrastructure Department said that identifying the 9-day and night campaign "clearing land data" as a major policy of the State, and at the same time an opportunity to synthesize and update land databases throughout Hanoi city, the Party Committee and People's Committee of the ward have issued a specific action plan. The ward established 15 working groups, each group arranged 7-8 cadres, who were thoroughly trained and clearly assigned tasks to each person.
According to Mr. Long, the head of the residential group takes on a core role in propaganda and mobilization of people, data collection, photocopy of land use right certificates and citizen identification cards.
The documents are then transferred to the data entry team to integrate into the system in accordance with the instructions of the Hanoi Department of Agriculture and Environment, ensuring adequate information fields and forms. Yen So Ward aims to complete the entire workload before November 15.
In apartment buildings, the coordination of providing red book and CCCD records of owners is still limited, especially in new apartment buildings with owners who are young families who do not have regular time at home.
Many users' records are left for a long time, so the photo papers are of poor quality, unclear in information, and need to provide additional information... at the same time, the ward leaders have directed and proposed the best plan to support the people.
"We often go to the facility, together with the residential group to visit each household to collect data. In this work, the role of the heads of the residential groups is very important, they are people who know the area well and are trusted by the people.
At the same time, propaganda and mobilization work is given top priority. Thanks to good propaganda, people clearly understand the meaning of the campaign, coordinate quickly and accurately, Mr. Nguyen Thang Long emphasized.
