At the working session and actual inspection of social housing (NƠXH) projects in Da Nang on April 10, Deputy Minister of Construction Nguyen Van Sinh requested the city and investors to focus on removing obstacles and accelerating construction progress to ensure social security goals.
Deputy Minister of Construction Nguyen Van Sinh highly appreciated the drastic involvement of Da Nang City in implementing Resolution 07 on social housing development. Over the past time, the city has paid special attention to directing and issuing specific project implementation plans.
To date, Da Nang has planned 46 land locations with a total area of 134ha, expected to supply about 42,700 apartments. The city is also actively reviewing land funds, completing mechanisms and calling on investors to participate in this segment.

According to the report, the locality is implementing 20 projects with a scale of 18,265 units. Among them, 13 projects have been approved for investment policy (about 12,000 units) and 7 projects are directly under construction (6,132 units). The Deputy Minister emphasized that if the progress is ensured, Da Nang is fully capable of completing and exceeding the target of 5,000 apartments in 2026. However, actual review shows that it is currently expected to reach only about 3,831 units, still short of nearly 1,200 units compared to the set plan.
Within the framework of the working trip, the working delegation of the Ministry of Construction inspected the reality at key construction sites. Specifically, including: NƠXH project of apartment building No. 5 (Nam Cau Cam Le residential area) invested by Toan Cau Housing Development Investment Joint Stock Company; project at land plot B4-1, B4-2 (Hoa Hiep 4 resettlement area) invested by Thu Do Investment and Trading Joint Stock Company; and NƠXH project of apartment building No. 3 (Nam Cau Cam Le residential area).
In which, the social housing project in apartment building No. 3 implemented by Chuong Duong HomeLand Joint Stock Company - Da Nang is considered a model project with a large scale. The project has a total investment of about 1,015 billion VND, built on a floor area of 87,000 m2, including 3 15-story buildings.
When completed, the project will provide 830 apartments (676 social housing units and 154 commercial housing units). The project is undergoing mass pile construction, expected to be completed by the end of 2026 and handed over to people in the third quarter of 2027.
Deputy Minister Nguyen Van Sinh requested investors to focus resources and machinery to accelerate progress, especially striving to complete the rough construction and lift the roof this year to soon bring products to the market, meeting the urgent needs of low-income workers.
According to current regulations, social housing buyers still face difficulties after 5 years when they want to transfer freely. The Deputy Minister said that this policy is expected to be studied and adjusted in the near future in a more flexible direction. The removal aims to create conditions for people to easily transact assets, helping them feel secure and stabilize their lives or flexibly change places of residence according to actual needs.
Concluding the working session, the Ministry of Construction affirmed that it will continue to accompany Da Nang to promptly handle arising problems. The highest goal is to ensure that the social housing development program goes in the right direction, contributing to stabilizing social security and promoting a healthy and sustainable real estate market development.
