Sharing at the group, delegate Pham Khanh Phong Lan (Ho Chi Minh City delegation) mentioned the case of the former principal of Ba Dinh Secondary School (Hanoi) collecting extra tutoring fees against regulations. The People's Court of Region 1 - Hanoi recently convicted Ms. Nguyen Thi Binh - former principal of Ba Dinh Secondary School of 3 years in prison for arbitrarily but in agreement with parents organizing extra tutoring many years ago.

The female National Assembly deputy said that the needs for extra classes of parents and students are legitimate and the price is an agreement between the two parties. However, at that time, the Hanoi People's Committee had regulations on the ceiling price and when the collection exceeded the ceiling price, the court concluded that it caused damage to students.
Referring to the above story, Ms. Phong Lan said that there should be good treatment for the education and health sectors, in which the most important thing is to build a financial mechanism.
It is encouraging that the previous National Assembly session passed a resolution, a breakthrough mechanism for education and healthcare. Teachers are ranked at the highest salary in the administrative and non-business salary scale system. Hopefully, with such resolutions and breakthrough mechanisms, we will gradually overcome and prevent similar situations from happening" - Ms. Lan said.
Delegate Pham Khanh Long Lan also expressed her sympathy with teachers, especially principals, when anything happens, they must take responsibility. She said that we must build a legal system so that unfortunate incidents like the recent one do not happen.
