According to Decree 49/2026/ND-CP, from January 31, 2026, the Land Registration Office issues Certificates of land use rights, ownership of assets attached to land or confirms changes on the issued certificate or first-time land registration, registration of changes for cases not covered by the provisions of points a and b, clause 2, Article 14 of Decree 49/2026/ND-CP.
Talking to Lao Dong Newspaper, lawyer Nguyen Trong Hoang - Law Firm LawKey Co., Ltd. said that currently, the order and procedures for land registration and first-time issuance of Certificates of Land Use Rights are regulated by the Provincial People's Committee according to its authority, so the dossier may have some differences between localities. Accordingly, when coming to the Land Registration Office to carry out the issuance of Certificates of Land Use Rights, ownership of assets attached to land, people need to prepare the following documents:
- Land registration form, assets attached to land according to the prescribed form.
- One of the documents proving land use rights under the 2024 Land Law or documents related to the origin and process of land use.
- Documents on assets attached to land (if registering ownership of houses and construction works).
- Cadastral extracts or correction measurement forms for land plots (if any).
- Documents of fulfilling financial obligations or documents proving that they are eligible for exemption or reduction of financial obligations (if any).
- Other documents according to each specific case such as: documents on inheritance, transfer of land use rights, written agreements of land co-users, decisions of the Court or other related documents as prescribed by law.
People can submit applications at the Land Registration Office or the Branch of the Land Registration Office where the land is located to be guided, received and resolved according to regulations.
