Criteria for planning areas for high-yield, high-quality rice cultivation from September 11, 2024
According to Article 5 of Decree 112/2024/ND-CP, the planning area for rice cultivation with high productivity and quality includes the following criteria:
- Belonging to a specialized rice growing area, in accordance with provincial land use planning or district land use planning approved by competent authorities.
- Active or planned irrigation system for proactive irrigation, water supply and drainage, and disaster prevention and control.
- Convenient intra-field traffic system or intra-field traffic planning to serve rice production.
- High productivity.
The Provincial People's Committee approves the planning area for high-yield and high-quality rice cultivation according to the criteria specified in Clause 1, Article 5 of Decree 112/2024/ND-CP.
Regulations on conversion of crop and livestock structure on rice-growing land
Article 6 of Decree 112/2024/ND-CP stipulates the conversion of crop and livestock structure on rice-growing land as follows:
- Principles of converting crop and livestock structure on rice-growing land
+ Comply with the provisions of Clause 1, Article 56 of the Law on Cultivation 2018.
+ Only convert the structure of crops and livestock on rice-growing land to perennial crops for the remaining rice-growing land.
+ It is not allowed to convert the crop and livestock structure on rice-growing land in the planned rice-growing area with high productivity and quality.
+ In accordance with the Plan for converting the structure of crops and livestock on rice-growing land issued by competent authorities.
+ Does not pollute or degrade rice-growing land; does not damage traffic works, irrigation works, dike works, and works directly serving rice production.
+ Does not affect cultivation of adjacent rice fields.
- When converting from rice cultivation to rice cultivation combined with aquaculture, a maximum of 20% of the rice cultivation area can be used to lower the aquaculture area to a depth of no more than 120cm from the field surface.
- The Chairman of the Provincial People's Committee decides on the type of perennial crop to be converted, ensuring that it is suitable to local conditions.
- Rice-growing land after converting the crop and livestock structure according to the provisions of Decree 112/2024/ND-CP is counted as rice-growing land.
