North-South high-speed railway must avoid large residential areas

Requesting to propose a special mechanism for the North-South high-speed railway project, the Prime Minister noted that the route should be as straight as possible, avoiding large residential areas.

On October 5, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with ministries and branches on investment policies for high-speed railway projects on the North-South axis and the implementation of railway projects connecting with China.

Concluding the meeting, the Prime Minister emphasized that the meeting aimed to implement the Central Committee's resolution and the Politburo's conclusion on the investment policy for the high-speed railway project on the North-South axis.

The Prime Minister requested the Ministry of Transport, relevant ministries and agencies to closely follow the policies of the Central Committee and the Politburo, and at the same time, fully absorb the opinions of the Government Standing Committee and leaders of ministries and branches to submit to the Appraisal Council, promptly complete the dossier to submit to the National Assembly according to regulations with a spirit of urgency, careful research and rapid implementation.

The Central Committee and the Politburo have agreed on the investment policy to build the entire North-South high-speed railway, with a design speed of 350 km/h; a dual-use railway, both for socio-economic development and serving national defense and security.

The Prime Minister noted the assessment of the impact on public debt, government debt, foreign debt, budget deficit and clearly analyzed the effectiveness of the project, not only in economic terms, but also in terms of overall effectiveness, contributing to enhancing the potential and position of the country, enhancing the competitiveness of products, goods and the economy...

The Prime Minister emphasized that it is necessary to study and propose an investment plan for the North-South high-speed railway with the straightest route possible, avoiding large residential areas to avoid having to clear a lot of land, save costs, implement quickly, and create new development space.

Along with that, planning, arranging stations and building suitable stations, in a modern, long-term vision, but avoiding waste, promoting functionality, serving socio-economic development, ensuring security and defense of localities and the whole region.

This railway line must be built in accordance with national and sectoral planning, ensuring connectivity with other infrastructure and modes of transport, such as aviation and maritime; capable of connecting domestic economic corridors and connecting with countries in the region such as China, Laos, Cambodia, etc.

The Prime Minister requested to review the investment rate, preliminary total investment to ensure the most accurate possible; review and propose specific, special mechanisms for project implementation, especially in resource mobilization and procedures, specific, flexible policies on land, site clearance, construction materials... with the motto of open mechanism, simplified procedures, shortened construction.

Regarding resources, it is necessary to propose a mechanism to mobilize and diversify resources, including public investment resources from the Central and local governments, resources from loans, bond issuance and other legal resources - especially in the construction and operation of stations...

Along with financial resources, it is necessary to mobilize the entire political system, mobilize the strength of the people and businesses, and mobilize all human resources and means of the country to serve the project.

Regarding organization, the Prime Minister stated that the Government has established a Working Group, and the Ministry of Transport needs to establish a specialized support team to build and implement the project with the best quality personnel.
