On the afternoon of June 24, continuing the program of the 9th Session, the National Assembly discussed in the hall the results of monitoring the settlement of voters' petitions sent to the 8th Session of the 15th National Assembly.
Speaking at the discussion session, delegate Nguyen Thi Thanh Huong (An Giang Delegation) proposed adjusting the spending regime for sports tournaments.
The delegate said that Joint Circular No. 200/2011/TTLT-BTC-BVHTTDL between the Ministry of Finance and the Ministry of Culture, Sports and Tourism (MOCST) is currently an important legal basis for organizing tournaments.
However, after 14 years of application, in the context of many changes in the socio-economy, especially the basic salary has increased by 2.82 times, many spending levels according to this Circular are no longer suitable for reality. However, the document has not been adjusted yet.
According to the delegate, both the Ministry of Finance and the Ministry of Culture, Sports and Tourism agreed on the necessity of issuing a replacement circular. However, there are still problems in determining the drafting agency.
Recently, based on the opinions of the Standing Committee of the Petition Committee and the Supervisory Delegation, the Ministry of Culture, Sports and Tourism has submitted a proposal to the Government to assign the Ministry of Finance to preside over and coordinate with the Ministry of Culture, Sports and Tourism to issue a new document.
Member of the Party Central Committee, Deputy Prime Minister Ho Duc Phoc also directed the Ministry of Finance to study the opinion of the Ministry of Culture, Sports and Tourism, consider and decide according to its authority and legal regulations.
According to the delegate, voters are very excited by the above moves. However, this is a recommendation that has been raised since the 3rd Session of the 15th National Assembly, so many voters continue to request the Government to direct the Ministry of Finance, the Ministry of Culture, Sports and Tourism and relevant agencies to actively coordinate, promptly complete and issue replacement documents, in order to completely resolve the long-standing recommendation.
Clarifying this opinion at the end of the discussion session, Minister of Finance Nguyen Van Thang said that Joint Circular No. 200 regulating financial spending regimes for sports competitions issued by the Ministry of Finance and the Ministry of Culture, Sports and Tourism for more than 14 years, the spending levels according to the old regulations are no longer suitable for reality.
Minister Nguyen Van Thang said that, in response to voters' recommendations, the Prime Minister has issued a document directing the issuance of a new circular to replace Circular00.
Currently, the Ministry of Finance has completed the draft and is organizing to collect opinions from ministries, branches and localities. It is expected that after synthesizing opinions, the Ministry of Finance will issue a new circular in July 2025 for implementation.
The current Circular includes: Spending on meals and bonuses for athletes and coaches; spending on trains to return, accommodation rental (if any); spending on meals and allowances for members of the Steering Committee, the Organizing Committee, professional subcommittees, referees and supervisors;
Spending on allowances for medical staff, interpreters, police, forces performing public order, security and other service tasks; spending on renting locations, electricity and water at the competition location; spending on travel, renting means of transportation, media, machinery and equipment to serve the tournament organization...
