The Ho Chi Minh City People's Committee has just submitted to the Ho Chi Minh City People's Council for consideration and decision on the investment policy for the urban embellishment project of Ma Lang and Cho Ga - Gao areas in Cau Ong Lanh and Ben Thanh wards according to the public-private partnership (PPP) method, build-transfer (BT) contract type.
The project will be considered and approved at the third session of the 11th Ho Chi Minh City People's Council, term 2026 - 2031, taking place on June 19 and 20.
In the Ma Lang area (Cau Ong Lanh ward), the project area is limited by Nguyen Trai, Tran Dinh Xu and Nguyen Cu Trinh streets.
The project has an area of about 3.77ha, which will invest in synchronous technical infrastructure, social infrastructure, building multi-level schools and housing areas for resettlement. The housing scale includes a social housing apartment block of about 38 floors with 1,400 apartments and 93 low-rise houses.

Meanwhile, Cho Ga - Gao area (Ben Thanh ward) is located in the area bordered by Nguyen Thai Hoc, Vo Van Kiet, Yersin streets and alley 3 Yersin.
This area has an area of about 4,350m2, and is expected to build a social housing apartment block of about 35 floors with 760 resettlement apartments, and invest in technical infrastructure and accompanying social works.
According to the plan, the project will be implemented from 2026 to 2029. The project is expected to start construction in the third quarter of 2026, complete construction in the fourth quarter of 2028 and put into operation from 2029.
The preliminary total investment of the project is about 16,369 billion VND. Of which, compensation, site clearance and resettlement support costs account for about 10,928 billion VND, equivalent to nearly 67% of the total investment capital.
The project is implemented under a BT contract, paid by land fund combined with city budget capital. Khang Dien Housing Investment and Business Joint Stock Company is the project proposal unit.

According to the Ho Chi Minh City People's Committee, Ma Lang area is a densely populated residential area located in the city center, with most of the houses built many years ago, small in area, degraded and lacking synchronous technical infrastructure.
The narrow alley system also causes difficulties for fire prevention and fighting and rescue. The project is expected to affect about 1,070 cases of houses and land with 1,459 households and 4,693 people.
Similarly, Cho Ga - Gao area is a long-standing residential area, with cramped traffic infrastructure, many degraded houses, posing a potential safety risk. The project here affects about 252 houses, involving 192 households with 744 people.
Ho Chi Minh City People's Committee said that the project's goal is to embellish the city, build a synchronous system of technical infrastructure, social infrastructure and resettlement housing fund to ensure stable housing for affected people.
The apartments are mainly built to serve resettlement and social housing, not for commercial business purposes.
When completed, the project is expected to supplement the missing infrastructure works, improve the urban landscape, create a civilized and modern living space, and effectively exploit the land fund in the city center.
