Ho Chi Minh City clears 4,866 households to build a 423 ha urban area before October 2026

Ho Chi Minh City requests to complete the clearance of 4,866 households before October 2026 to hand over the site to investors to implement the Binh Quoi - Thanh Da Urban Area project.

Vice Chairman of Ho Chi Minh City People's Committee Hoang Nguyen Dinh has just issued instructions related to the coordination of compensation, support, and resettlement for the Binh Quoi - Thanh Da New Urban Area project.

Leaders of the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the Ho Chi Minh City Land Fund Development Center, the Ho Chi Minh City Compensation and Land Clearance Board and related units to urgently consider the proposal of Binh Quoi Ward People's Committee in Official Dispatch No. 578/UBND-QLDA dated May 7, 2026 on coordinating the implementation of compensation, support, and resettlement for the project.

On that basis, units must advise the Ho Chi Minh City People's Committee before May 30, 2026 on coordination mechanisms, assignment of tasks and organization of compensation, support, and resettlement work, ensuring compliance with regulations, meeting the requirements of completing compensation and site clearance work before October 2026 and handing over the site to investors to deploy project construction.

According to a report by the Ho Chi Minh City Department of Agriculture and Environment, the Binh Quoi - Thanh Da New Urban Area project will recover land from 4,866 households.

To date, Binh Quoi Ward People's Committee has issued 3,919 land acquisition notices, reaching about 80% of the total number of cases. At the same time, the locality has measured and counted 2,122 dossiers, equivalent to more than 43%.

In the near future, Binh Quoi Ward People's Committee will continue to complete the issuance of land recovery notices for the remaining 947 cases, and at the same time accelerate measurement and inventory work in May 2026.

According to the plan, households subject to relocation will be arranged for resettlement at Residential Unit No. 1 along the existing Binh Quoi road.

The Binh Quoi - Thanh Da New Urban Area project was approved for investment policy and investor approval by the Ho Chi Minh City People's Committee in February 2026.

The project has a total area of about 423 hectares, of which about 405 hectares are invested in construction, the remaining area is for landscape embellishment and land acquisition is not implemented.

According to the plan, this urban area is oriented to develop into a modern urban area with full of housing, commercial - service, health, education, culture, sports, tourism, hotels and offices. The project will also form a system of green parks, theme parks, marinas and riverside ecological spaces.

Binh Quoi - Thanh Da urban area has a population scale of about 54,000 people, expected to provide about 25,526 houses including apartments, townhouses, villas, social housing and resettlement houses. In which, the land fund for social housing development accounts for about 20% of the total residential land area according to regulations.

The total investment capital of the project is about 98,710 billion VND, equivalent to more than 3.74 billion USD. Of which, the investor's contributed capital is about 14,880 billion VND, the rest is mobilized from credit institutions.

According to the approved schedule, the project will be implemented within 10 years, including the stages of completing investment procedures, construction and putting it into operation.
