After more than 3 decades, the suspended project on Binh Quoi - Thanh Da peninsula is gradually revealing signs of revival when Ho Chi Minh City officially restarts this project.

The idea of planning Binh Quoi - Thanh Da peninsula was put forward from the early 1990s. In 1992, Ho Chi Minh City oriented this place into an eco-tourism urban area of more than 400ha in the middle of the Saigon River, hoping to become the city's "green lung".
However, for more than 30 years, the project has changed planning many times, investors came and then withdrew, causing continuous unfinished deployment, and people have to wait through many launches and then stagnation. Binh Quoi - Thanh Da Peninsula has a special location when the three sides are adjacent to the Saigon River and only a few kilometers from the city center.

Recently, the Ho Chi Minh City People's Committee approved the investment policy and investor of the Binh Quoi - Thanh Da New Urban Area project with a total capital of about 98,710 billion VND. According to the orientation, the project will provide about 25,500 houses of all kinds, including apartments, villas, townhouses, social housing and resettlement areas, meeting a population scale of about 54,000 people. The project implementation period is 10 years with an operating term of 50 years from the date of land allocation.

This information makes many local people excited after many years of waiting. Ms. Nguyen Thi Thanh My (resident of Binh Quoi ward) shared that hearing the news that the project is about to revive, she feels happy but also worried about the upcoming settlement. Ms. My hopes that the authorities at all levels will have appropriate support policies, close to reality, so that people can stabilize their lives in their new homes.
Ms. My confided: "We hope that this planning will soon become a reality so that our children have a development environment, and the Binh Quoi - Thanh Da area will be renovated to be more civilized and modern.

Sharing the same situation, the project area III - Nam Ly Chieu Hoang (Binh Phu ward) is still in a state of "freeze" after more than two decades since being approved in 2004.
The reason is obstacles in compensation and site clearance, causing hundreds of households living next to Vo Van Kiet Avenue to live temporarily.

Mr. Nguyen Van Nam (resident of Binh Phu ward) said that for more than 20 years, people have not been allowed to build new houses but have to accept living in dilapidated houses.
He shared: "When the rainy season comes, the roads are muddy. Although we want to renovate them to be spacious, regulations do not allow completely new construction, even if we want to sell the house to another place, it will not be worth it. We are always stuck in the situation of not being able to leave and not being able to stay.

It is known that the project of Zone III - Nam Ly Chieu Hoang initially aimed to build a high-rise housing and apartment complex with an area of 123,062m2, but has now been adjusted to only 73,877m2. With 185 affected households, many households have not yet been relocated.

At a meeting with voters in Binh Tay, Binh Tien and Binh Phu wards before the 16th National Assembly election in March 2026, regarding prolonged suspended projects, the Secretary of the Ho Chi Minh City Party Committee said that the city is conducting a comprehensive review of planning and suspended projects in the area. On that basis, functional agencies will focus on removing legal, planning and resource obstacles to accelerate the implementation progress.
