Ho Chi Minh City reviews all vacant public land to build a temporary park

Ho Chi Minh City is implementing a review of vacant public land, temporarily used as parks and flower gardens to combat waste and increase urban green space.

The Ho Chi Minh City People's Committee has just sent a document to relevant departments and People's Committees of wards and communes on the effective exploitation and use, avoiding waste of vacant land directly managed by the State in Ho Chi Minh City.

The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant departments, branches and People's Committees of wards, communes, and special zones to organize the review, statistics, and assessment of all vacant land areas in the City.

The subjects of review include land areas directly managed by the State but not yet used or used ineffectively; land areas belonging to investment projects that have been approved in principle, allocated land or leased land but are slow to implement, temporarily suspended or left vacant for a long time.

On that basis, the Department of Agriculture and Environment is responsible for summarizing and proposing a specific list of land areas eligible for temporary use, accompanied by an exploitation plan to serve urban embellishment, develop green spaces, form temporary parks, flower gardens and community living spaces.

In parallel with the review work, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Agriculture and Environment, the Department of Finance and local authorities to work and mobilize businesses and investors to contribute resources to renovate and embellish eligible land areas.

The implementation plans must ensure technical, safety, urban aesthetic requirements, aiming to create green spaces, temporary parks and public living places to serve people.

The city aims to strive to complete the renovation and embellishment of land areas that meet the conditions before the Lunar New Year, to promptly serve people to enjoy spring and celebrate Tet.

People's Committees of wards, communes, and special zones where there are vacant land are assigned the responsibility to coordinate in checking the current status, clearly identifying the legal status, investor and vacant time of each land area. At the same time, localities participate in managing, protecting and maintaining land areas and works throughout the temporary use period according to assignment.

The temporary use of land areas must ensure proper authority, publicity, transparency, specific deadlines and consensus with the investor. When the project is officially implemented, the site must be returned in a timely manner, without generating complaints or disputes.

The Chairman of the Ho Chi Minh City People's Committee requested departments, branches and local authorities to seriously implement, clearly determine the progress and responsibilities of each unit; promptly report and propose to the City People's Committee for consideration and direction on contents beyond their authority.

According to the Ho Chi Minh City People's Committee, the review aims to effectively exploit the land fund directly managed by the State, overcome the situation of abandoned land causing urban unsightliness, and at the same time create more public space to serve the daily life of people, especially during holidays, Tet and political - cultural events.
