The Ho Chi Minh City Department of Agriculture and Environment has just sent a document to the Ho Chi Minh City People's Committee, proposing to use 9 vacant land areas located in Saigon, Tan Dinh, Ben Thanh, Cau Ong Lanh, Ban Co, Xuan Hoa, Nhieu Loc wards (belonging to District 1 and District 3 before) to make parks and flower gardens temporarily to serve people to enjoy spring and welcome the 2026 Binh Ngo Lunar New Year.

The list of 9 proposed land plots includes:
Land plot No. 8 Vo Van Tan, Xuan Hoa ward (belonging to the Phan Dinh Phung Gymnasium project).
Land plot No. 33 Nguyen Du, 34 - 36 and 42 Chu Manh Trinh, Saigon Ward.
Land plot No. 135 Nguyen Hue, Saigon ward (belonging to the Tax Trade Center project).
Land plot No. 87 Cong Quynh, Cau Ong Lanh ward.
Land plot No. 74 Ho Hao Hon - 289 Tran Hung Dao, Cau Ong Lanh ward.
Land plot No. 2 - 4 - 6 Hai Ba Trung, Saigon ward.
Land plot No. 8 - 12 Le Duan, Saigon ward.
Le Thanh Ton - Nam Ky Khoi Nghia - Nguyen Trung Truc - Le Loi Quadrangle Area (SJC Building land area).
Land plot No. 152 Tran Phu, Cho Quan ward (adjacent to Cau Ong Lanh ward).

This is a breakthrough policy of Ho Chi Minh City, stemming from the direction of Ho Chi Minh City Party Secretary Tran Luu Quang and the urgent implementation request of Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc.
The policy aims to improve urban aesthetics, supplement public living space for people, and at the same time limit the waste of the "golden land" fund in the city center area.
The implementation is carried out in the direction of socialization, mobilizing resources to participate in building temporary public spaces on vacant land.
When the legal documents are fully completed, the city will deploy official construction investment in accordance with the approved general plan.
Currently, it is being first deployed at the Phan Dinh Phung Gymnasium project land area.
