HCMC proposes to build a park on a prime land plot of more than 4.4 hectares on Ly Thai To Street

HCMC - Land plot No. 1 Ly Thai To Street has an area of about 44,312 m2, expected to be built into a park and started construction in 2026.

The Department of Agriculture and Environment of Ho Chi Minh City has just sent a report to Ho Chi Minh City Party Secretary Tran Luu Quang on the implementation of the public works project at land plot No. 1 Ly Thai To (Vuon Lai ward).

According to the Department of Agriculture and Environment, land plot No. 1 Ly Thai To Street has an area of about 44,312 m2, a usable floor area of 7,101 m2, currently managed by the Ministry of Foreign Affairs. The current status of use when approved is the Government Guest House, with 7 villas in the campus, currently vacant.

Ho Chi Minh City plans to invest in the construction of public works to serve the needs of the city's residents after receiving the above real estate facilities.

To have a basis for implementation, the Department of Agriculture and Environment proposed that Ho Chi Minh City Party Secretary Tran Luu Quang consider the project implementation procedures according to two methods: Public investment or public-private partnership (BT contract does not require payment).

Phase 1 includes 3 general steps for both methods:

Step 1: Arrange and handle public assets. The Prime Minister approved the arrangement and handling plan for the above real estate facility according to the plan prepared by the Ministry of Foreign Affairs. The implementation time is in October 2025.

Step 2: Approving the general policy. The City Party Committee has directed the Party Committee of the Ho Chi Minh City People's Committee to lead and direct the implementation of the public project at 1 Ly Thai To. The implementation time is in October 2025.

Step 3: Local adjustment of the general planning of the City (approved by the Prime Minister) for area No. 1 Ly Thai To.


The agency in charge of advising is the People's Committee of Vuon Lai Ward to make local adjustments to the general planning; specialized departments to appraise and the People's Committee of Ho Chi Minh City to approve according to their authority. Completion time is November 2025 (45 days).

Phase 2: With the public investment method, including 7 steps, expected to start construction in July 2026. With the public-private partnership method, including 6 steps, construction is expected to start in February 2026.

Previously, at the conference to summarize 50 years of literature and art in Ho Chi Minh City on October 18, Ho Chi Minh City Party Secretary Tran Luu Quang said that land plot No. 1 Ly Thai To will be converted into a park.

The Standing Committee of the Ho Chi Minh City Party Committee is also studying the construction of a memorial monument to compatriots who died during the COVID-19 pandemic in this area.
