Hanoi - From July 1 to now, Dong Anh commune has received 530 applications for the first issuance of Land Use Rights Certificates (red books).

According to the report of the Economic Department of Dong Anh Commune (Hanoi), the commune currently has 3,599 plots of land that have not been granted a Certificate of Land Use Rights (LURC, also known as red book) for the first time, including: 50 plots in dispute; 114 plots of land divided by family without agreeing on the limit; 1,700 plots of land allocated without authority; 284 plots originating from company land and public service unit land that have not been handed over; 1,1003 plots are not eligible for illegal purpose change, physical deviation, and have not been verified; 325 plots encroached on public land; and 3 plots have been notified and decided to reclaim land.

From July 1 to now, Dong Anh commune has received 530 applications for the first granting of land use right certificates (excluding the transfer application from the old Department of Natural Resources and Environment).

Up to now, 418 dossiers have been reviewed and verified (of which 18 have been granted land use right certificates to households and individuals; the remaining 400 dossiers have been notified of additional instructions in writing to citizens). Currently, 112 dossiers are being reviewed and verified (through review, there are about 54 cases that are basically eligible and are being completed according to the process). Of the 18 cases that have been granted land use right certificates, the commune held a conference to award Certificates to ensure publicity and transparency.

Chairman of Dong Anh Commune People's Committee Nguyen Van Thieng said that despite achieving positive results, the implementation of the first-time granting of land use right certificates has encountered many difficulties.

First of all, many plots of land have complex uses, go through many different management stages, and the archival records are not synchronous. Some cases of people using land stably but without valid documents, or having border disputes, lead to a long process of verification, measurement, and appraisal.

In addition, many households have not proactively declared and completed their documents, and are even afraid of fees or administrative procedures, which has forced the grassroots government to increase propaganda, instruct each household, and organize direct dialogues to remove obstacles and encourage people to participate.

Another problem is human resources, because commune land officers have to concurrently hold many tasks, while the large number of records requires on-site inspection, map measurement, and legal comparison, which takes a lot of effort.

"However, with a high sense of responsibility, the staff worked hard all day, speeding up the processing of documents, ensuring the assigned progress" - Mr. Nguyen Van Thieng said.

To continue promoting the work of granting the first land use right certificates in the commune, from now until the end of 2025 and the following years, the People's Committee of Dong Anh commune will direct specialized units to increase propaganda, guide people to declare and complete documents according to regulations; promote the application of information technology in land records management, ensure publicity and transparency; closely coordinate with the city's specialized agencies in reviewing, verifying land origin and removing problems arising during the approval process.

Dong Anh commune aims to complete the issuance of Certificates for 100% of eligible land plots in the coming time, ensuring publicity, transparency in all stages of handling and supervision by the people.
