On April 28, Mang Den Commune People's Committee announced that it had issued Decision No. 323/QD-XPHC sanctioning administrative violations against Mr. Tran Ngoc Tho (born 1974, residing on Vo Nguyen Giap street, Dak Ke village, doing freelance business).
According to the determination, Mr. Tho encroached on 494m2 of land managed by the State to plant flowers, green trees and build illegal items. The works include wooden gates, installing cement panels as walkways with a total area of nearly 85m2, along with the area for planting flowers and green trees in the Tran Nhan Tong street area, Kon Plong village.
Previously, Mang Den Commune People's Committee also fined many cases of violations in the field of land. Specifically, Mr. Kim Van Tan (resident of Dak Ke village) was fined 32.5 million VND for violating regulations on construction and land.
In addition, individuals including Mr. Tu Tan Phuong, Mr. A Dang, Mr. Lo Van Thuan and Mr. A Xe were fined a total of more than 148 million VND for the act of illegally occupying forest land for production.
According to local authorities, land violations in Mang Den commune have been going on for many years, causing no small consequences for people, businesses and the investment environment.
Mang Den is considered an attractive tourist destination in the country, but the situation of virtual "land fever", land encroachment and illegal construction is negatively affecting management and planning in the area.
Mang Den attracts tourists mainly from the pristine, fresh natural climate from the forest. The landscape has not been much affected by construction and concretization activities.
Visitors often enjoy the feeling of "forest bathing" immersed in the nature of the mountains and forests. Therefore, the forest in Mang Den is considered a special asset, creating a mild climate at an altitude of 1,200m above sea level.
On April 24, at the 2nd Session, the People's Council (HĐND) of Quang Ngai province, term XIV, 2026 – 2031, delegates voted to approve the draft Resolution on the policy of converting forest use purposes to other purposes to implement the Urban Area No. 1 Project in Mang Den commune.
According to the draft resolution, the total area of forest converted for land use purposes is nearly 83ha, all of which are production planted forests, belonging to sub-zones 487 and 488, Mang Den commune. This area is managed by Kon Plong One Member Limited Liability Forestry Company and Mang Den Commune People's Committee.
The Urban Area No. 1 project is invested by Sun World Group Co., Ltd., with a scale of about 264ha, and an estimated population of about 7,700 people. The total investment is about 6,600 billion VND, excluding compensation, support, and resettlement costs of about 73 billion VND.
