Mr. Ha Trong Thang - Chairman of the Vietnam Railways Trade Union (VNR) said that in recent years, trade union levels throughout the industry have coordinated with professional departments to issue and strictly implement working regulations; thereby, working styles, leadership, direction, administration and organization of task implementation have had many clear changes, contributing to improving the effectiveness and efficiency of management, and successfully implementing political tasks.
In order to continue to strongly innovate and successfully implement the Resolution of the 13th Party Congress of Vietnam Railways Corporation, term 2025 - 2030; continue to implement Resolution 02-NQ/TW dated June 12, 2021 of the Politburo on "Innovating the organization and operation of the Vietnam Trade Union in the new situation", the Standing Committee of Vietnam Railways Trade Union has developed a plan to implement Conclusion No. 226-KL/TW dated December 11, 2025 of the Secretariat on rectifying working styles and improving the operational efficiency of the political system (Conclusion 226/TW), Directive No. 03-CT/DU dated September 22, 2025 of the Party Committee of Vietnam Railways Corporation on continuing to innovate working styles, improve the role, responsibility, quality, and efficiency of solving work and advising on task implementation in the new situation (Directive 03/DU).
According to leaders of the Vietnam Railways Trade Union, trade union levels will focus on 4 key contents.
In which, continue to innovate working styles in the direction of sticking closely to grassroots levels, towards union members and workers (ĐV, NLĐ). Focus on strengthening the provision and grasp of information, promptly directing, guiding, advising, forecasting, and adjusting to suit practical requirements and conditions in the new situation. Actively innovate working styles, concretize them according to the spirit of "saying and doing", "above and below are united - vertically, horizontally, smoothly", "today's work is not for tomorrow"; avoid overlap, localism, and shirking responsibility; ensure quality and efficiency in work resolution.
Proactively and actively participate in building policies and laws, especially regulations related to employees and trade union organizations, and propose competent authorities to amend and supplement legal regulations in accordance with reality.
Strengthening the role of representing and protecting the rights of employees: Proactively participate in building and supervising the implementation of labor regulations, collective labor agreements, and internal regulations related to employees; strengthen grasping the thoughts, aspirations, and recommendations of employees through trade union activities, employee conferences, workplace dialogues, reporting regimes, surveys, and social networks; participate in handling labor discipline, resolving labor disputes, complaints, and denunciations related to employees.
Propagate, mobilize, and thoroughly grasp union members and workers to innovate thinking and actions in performing tasks; change from "complying" thinking to "creating".
Promoting the role and responsibility of union members and workers in implementing working styles; improving the quality and efficiency of work resolution and advisory work.
Strictly implement labor discipline: working hours, information security, speaking discipline, use of the Internet and social networks; comply with the assignment and mobilization of the organization.
Innovate thinking and actions in leadership, direction and implementation, improve the operational efficiency of trade union organizations and the responsibility, discipline, and order of trade union officials.
Timely grasp thoughts and aspirations; encourage and motivate union members and workers to strive and contribute.
Build a mechanism to encourage trade union officials to self-study and improve their qualifications; allocate adequate funds for training and fostering digital skills, digital management, and digital application for trade union officials.
Innovate and improve the effectiveness of performing the task of representing, caring for, and protecting the legitimate and lawful rights and interests of employees.
