The Steering Committee for implementing the Grassroots Democracy Regulations of the Banking Industry organized a training conference on the Law on implementing grassroots democracy and related documents of the Banking Industry for officials working in democracy at units of the Banking Industry.
The conference took place in person and online at 64 locations.
In his opening speech, Mr. Dao Minh Tu - Permanent Deputy Governor of the State Bank, Chairman of the Vietnam Banking Trade Union, Head of the Steering Committee for implementing the Grassroots Democracy Regulations in the Banking sector emphasized:
Institutionalizing Directive No. 30-CT/TW dated February 18, 1998 of the Politburo (VIII tenure) on building and implementing the Grassroots Democracy Charter, the building and practice of the Democracy Charter needs to thoroughly grasp the guiding viewpoints: Promoting the people's mastery must be placed within the overall mechanism of "Party leadership, State management, people's mastery".
While promoting representative democracy, improving the quality and effectiveness of the National Assembly and the Government's operations, we must also effectively implement direct democracy at the grassroots level so that workers can discuss and directly decide on important and practical matters closely related to socio-economic development and improving people's knowledge, creating conditions for expanding democracy with quality and effectiveness; strengthening the implementation of democracy at the grassroots level and perfecting the law on implementing democracy at the grassroots level, contributing to realizing the viewpoints, guidelines and policies of the Party and State on building and perfecting the Socialist rule of law state of Vietnam by 2030 with a vision to 2045.
In addition to the basic content of the Law on implementing democracy at the grassroots level, the cadres participating in the training were also disseminated and discussed the basic content of Decree No. 59/2023/ND-CP dated August 14, 2023 of the Government detailing a number of articles of the Law on implementing democracy at the grassroots level and Instruction No. 11/HD-TLD dated March 14, 2024 of the Vietnam General Confederation of Labor on Trade Unions participating in implementing democracy at the grassroots level. This content was presented by Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu.
