The Ministry of Education and Training (MOET) publishes a summary, explanation, reception, and comments of agencies, organizations, and individuals on the draft Decree of the Government detailing a number of articles of the Employment Law on professional skills development for comments.
In which, Article 5 of the draft Decree stipulates the national vocational skill level framework as follows:
1. Purpose of the National Vocational Skills Framework:
a) Classifying vocational skill levels as a basis for building and updating national vocational skill standards and referring to the Qualification Frameworks of countries and territories around the world to interconnect and mutually recognize the vocational skill level of workers;
b) Help workers proactively develop a training and fostering roadmap to improve professional skills according to each level, meeting lifelong learning needs;
c) As a basis for forecasting the demand and trends of vocational skill development; identifying, analyzing and adjusting the human resource structure according to vocational skill levels, serving the national human resource development strategy, planning employment policies, training planning and labor resource allocation, ensuring the balance of labor supply and demand between industries, occupations, regions and socio-economic fields.
2. The qualification levels of the National Vocational Skills Framework are described in Appendix I attached to this Decree.
3. The drafting agency is responsible for presiding over the development and updating of vocational skill level levels specified in Clause 3 of this Article to submit to the Government for approval and organize guidance, implementation and application of the National Vocational Skills Framework.
Contributing opinions on the national vocational skill level framework, Da Nang College of Economics and Planning believes that the 5-level vocational skill level framework is reasonable but needs to be linked with the Vietnam National Qualifications Framework (VQF).
Mien Dong College proposed that the national vocational skill qualification framework should be compared with the ASEAN Reference Framework (AQRF).
At the same time, this educational institution proposed that the Decree also clarify the relationship between vocational skill levels and training levels in the formal education system (first level, intermediate level, college level).
Meanwhile, the Vietnam Association of Vocational Education and Social Workers proposed that it is necessary to study and supplement regulations on the principle of building a framework of professional skills associated with the national qualifications framework (VQF) and international reference (ASEAN, Europe).
At the same time, allowing flexibility in describing skill levels, ensuring coverage of both traditional and new professions (information technology, renewable energy, automation, logistics...).
The Association also proposes to adjust, amend, supplement, and update the national vocational skill framework with the participation of professional associations and businesses. The minimum time is 3 years/time.
The summary, explanation, receipt, and comments of agencies, organizations, and individuals on the draft Decree of the Government detailing a number of articles of the Employment Law on professional skills development will be consulted until the end of January 26, 2026.
