The Ministry of Education and Training has just announced the draft Circular Regulating the compilation, appraisal, approval and selection of materials, toys, and learning materials used in preschool education institutions for comments.
This Circular stipulates the compilation, appraisal, and approval of documents guiding the implementation of the Preschool Education Program for use in kindergartens, independent preschool classes, kindergartens, independent preschool classes, nurseries, independent children's groups (hereinafter referred to as preschool education institutions), including: compilation; organization and operation of the appraisal council; procedures for appraisal and approval of documents for use in preschool education institutions.
This Circular stipulates the selection of materials, toys, and learning materials used in preschool education institutions, including: principles, requirements; organization and operation of the Council for selecting materials, toys, and learning materials for use in preschool education institutions.
At the same time, this Circular applies to preschool education institutions and organizations and individuals related to the compilation, appraisal, approval of materials and selection of materials, toys, and learning materials used in preschool education institutions.
Regarding the requirements for selecting toys and learning materials used in preschool education institutions, Clause 2, Article 7 of the draft Circular clearly states:
a) Ensure safety
- Ensure current regulations on product quality, national technical regulations on safety of children's toys and technical standards for toys of the Ministry of Education and Training for preschool education;
- Clearly state information about copyright; origin, origin of products; have a valid conformity certificate, affixed with conformity mark according to regulations;
- Learning materials are publications that comply with the provisions of the Publishing Law; electronic learning materials for children need regulations on age and usage time.
b) Ensure aesthetics
- Harmonious, attractive colors, suitable for children's aesthetic awareness;
- For electronic learning materials, toys that emit sounds need to be clear, and the sound intensity is suitable for children;
- Close, suitable for regional culture, attractive, stimulating children's interest;
- Suitable for physical health, easy to access and use for all children.
c) Ensuring educational value
- Suitable for the requirements of implementing the Preschool Education Program, ensuring the comprehensive development of children;
- Suitable for age, friendly, approachable, easy to access and use with all children in many different situations and activities; have special toys and learning materials for children with disabilities to integrate;
- Suitable for international integration trends; preserving cultural identity; not containing violent, discriminatory, religious, ethnic, and gender content; serving innovation in methods, enhancing children's self-discovery to develop comprehensively.
Draft Circular Regulating the compilation, appraisal, approval and selection of materials, toys, and learning materials used in preschool education institutions to be consulted until the end of April 27, 2026.
