The Minister of Education and Training has just issued Circular 31/2026/TT-BGDDT, regulating codes, professional title standards, appointment and salary ranking for teachers in public educational institutions.
Circular 31/2026/TT-BGDDT takes effect from April 14, 2026.
According to Article 6 of the Circular, the appointment of titles and salary rankings for preschool teachers are carried out according to corresponding professional title ranks, applying the salary scale issued together with Decree 204/2004/ND-CP.
In which, grade III kindergarten teachers (code V.07. 02. 26) are applied the salary coefficient of civil servant type A0, from 2.10 to 4.89. grade II kindergarten teachers (code V.07. 02. 25) apply the salary coefficient of civil servant type A1, from 2.34 to 4.98. For grade I kindergarten teachers (code V.07. 02. 24), the salary coefficient belonging to civil servant type A2, group A2. 2, ranges from 4.00 to 6.38.
The Circular also clearly stipulates the transfer of rank for teachers who have been appointed according to previous regulations. Accordingly, civil servants holding the professional title of preschool teacher will be appointed to the corresponding rank according to the new regulations without changing the nature of the work, and at the same time continue to apply salary coefficients according to each rank.
Grade III kindergarten teachers continue to be appointed to grade III (code V.07. 02. 26) and maintain the A0 salary coefficient frame from 2.10 to 4.89. Similarly, grade II teachers are appointed to grade II (code V.07. 02. 25), enjoying a salary coefficient A1 from 2.34 to 4.98; grade I teachers are appointed to grade I (code V.07. 02. 24), applying a salary coefficient A2. 2 from 4.00 to 6.38.
This regulation aims to ensure uniformity in the management, use and remuneration of preschool teachers in the public education system, and at the same time create a legal basis for the implementation of salary policies according to job positions.
After the Ministry of Education and Training issued Circular 31/2026/TT-BGDDT, preschool teachers need to pay special attention to a number of points to ensure their rights:
The Circular mainly standardizes the appointment and salary ranking according to the framework in Decree 204/2004/ND-CP. Therefore, the salary coefficient remains the same for each rank, without adjustments to increase. Teachers need to re-check the title rank and code to ensure that they are ranked correctly. If there are errors, they need to report them early to the management unit.
Monitoring the transfer is in accordance with regulations, the principle is "old rank to corresponding new rank", no reduction in rank. If there are cases of being ranked lower or applying incorrect coefficients, teachers need to make recommendations early. Teachers should pay attention to accumulating certificates and professional standards to be able to take/consider promotion exams (from III to II, from II to I), thereby improving income.
Regarding the transitional clause, the Circular clearly states that preschool teachers who do not meet the standards on training qualifications specified in the professional standards for preschool teachers issued by the Minister of Education and Training are allowed to continue to hold the title, code and salary coefficient of the current preschool teacher title, when meeting the requirements on training and fostering qualifications specified in the professional standards for preschool teachers, they are appointed to the title and ranked as preschool teachers according to the provisions of this Circular.
Preschool teachers who do not meet the standard qualifications trained according to the provisions of Article 28 of the Law on Teachers No. 73/2025/QH15 but are not subject to raising the standard qualifications trained according to the provisions of Decree No. 71/2020/ND-CP stipulating the roadmap for implementing raising the standard qualifications trained of preschool, primary, and secondary school teachers will continue to hold the title, code and salary coefficient of the current preschool teacher title until retirement.
