On the afternoon of December 11, continuing the 20th session, delegates of the Hanoi People's Council questioned a number of issues in the fields of culture and society.
Delegate Nguyen Thanh Binh (Tay Ho Delegate Group) asked a question related to the current situation of "a surplus of teachers in some places and a shortage of teachers in others" in Hanoi.
Regarding this issue, Director of the Department of Education and Training Tran The Cuong said that the education sector and the Department of Finance have consulted with the City People's Council to have mechanisms and policies to care for preschool teachers.
Currently, some district-level kindergartens have excess teachers. The Department recommends that the Department of Home Affairs should participate to resolve the problem of excess teachers in this district but cannot transfer them to staffed teachers in other districts.
Providing more information about the issue of “a surplus of teachers in some places and a shortage of teachers in others”, Director of Hanoi Department of Home Affairs Tran Dinh Canh said that the city needs 95,853 teachers, currently only 89,676 teachers have been assigned, still lacking 6,277 teachers. Thus, only 93% of the number of teachers compared to the norm has been met.
According to the Director of the Hanoi Department of Home Affairs, although the Government has a Decree allowing teachers to sign contracts to teach, salaries are low and jobs are unstable, so recruiting contract teachers to teach at schools is still difficult.
Due to the rapid urbanization, many districts and towns have rapidly increasing urban populations, causing a shortage of teachers. There are years when there are many first graders, so primary schools are crowded. After graduating from each level, the ratio of each level is different.
The Department of Home Affairs has coordinated with districts to regulate teachers at all levels. However, this is also very difficult because it must be consistent with the training and teaching levels at schools.
Regarding teacher quality, the Director of the Hanoi Department of Home Affairs said that this is still an existing problem. Previously, teachers were trained in the 10+2 system, intermediate and college of pedagogy. The implementation of the Education Law requires teachers at all levels to have a university degree, so the old training systems must be standardized.
Mr. Tran Dinh Canh said that the education sector and the home affairs sector are coordinating to continue training and fostering to improve the quality of the teaching staff.
