The Ministry of Education and Training is urgently developing and completing a draft Decree regulating salary, allowance, support and attraction policies for teachers to ensure synchronous effectiveness when the 2025 Teachers' Law takes effect from January 1, 2026.
Currently, Section IV of Circular 33/2005/TT-BGDDT stipulates the position allowance coefficient of high school teachers for Principals and Vice Principals as follows:
- Principal:
+ Grade I school: 0.70
+ Grade II School: 0.60
+ Grade III School: 0.45
- Deputy principal:
+ Grade I school: 0.55
+ Grade II School: 0.45
+ Grade III School: 0.35

Article 7 of the Draft Decree on salary policy, allowance regime, support and attraction policies for teachers stipulates the position allowance coefficient for Principals and Vice Principals of high school teachers as follows:
- Principal: 0.70
- Vice Principal: 0.55

At the same time, this Draft Decree adjusts teachers recruited to teach and educate in educational institutions in the national education system.
Thus, if this draft is approved, in 2026, Principals in Grade I, II and III high schools will be gathered to receive the same position allowance and Vice Principals in Grade I, II and III high schools will be gathered to receive the same position allowance.
Clause 2, Article 7 of the Draft Decree also stipulates the principles of receiving position allowances as follows:
a) A teacher appointed to hold a leadership position shall receive a position allowance according to that leadership position; a person holding many different leadership positions shall receive the position allowance of the highest leadership position;
b) In case a teacher is mobilized by a competent authority to hold another leadership position, if there is a lower new leadership position allowance level, the position allowance level according to the old leadership position will be retained for a period of 12 months.
In case of being appointed to hold another leadership position (not subject to transfer), if the new position allowance level is lower than the position allowance level of the old leadership position, the position allowance level of the old leadership position will be retained for 06 months from the date of appointment to the new leadership position by the competent authority, from the 7th month onwards to receive the position allowance level of the new leadership position;
c) The implementation of the leadership allowance regime for cases where competent authorities have issued resignations, ceases to hold positions or dismissal is implemented according to Government regulations;
d) If the educational institution does not have a principal or director or principal (hereinafter referred to as principal) or has a principal but the principal does not directly manage (due to school attendance, illness and other reasons), the person with a decision (in writing) from the competent authority assigning the responsibility or assigning the principal (not the decision to appoint the leadership position) shall receive a position allowance equal to the position allowance of the principal. When there is a decision to cease the assignment of responsibility or the assignment of principal's authority, the principal's leadership allowance shall cease to be received from the effective date of the decision.
The above points are draft, not yet officially issued regulations.
