On August 7, the Government Office held a regular Government press conference in July 2025.
At the press conference, the press raised questions about the progress of the pilot implementation of the cryptocurrency exchange and how many cryptocurrency exchanges are expected to be considered and licensed during the pilot phase.
Responding to this issue, Deputy Minister of Finance Nguyen Duc Chi said that the Ministry of Finance has studied the experiences of countries in the region and internationally. Then, assess the property situation that can participate in transactions of buying and selling cryptocurrency assets of Vietnamese citizens.
This is also a very new field, very difficult to implement to ensure construction for development, along with safe and sustainable organization and development, said Deputy Minister of Finance Nguyen Duc Chi.
Therefore, the Ministry of Finance is carefully assessing with relevant agencies. Currently, the Ministry of Finance has also basically completed the project in all aspects and proposed a report to the Government and the Government has also reported to the Politburo to request a pilot policy.
After having the conclusion of the Politburo and the direction of the Prime Minister, the Ministry of Finance will complete the direction, conclusion and report to the Government to issue regulations related to organizing a pilot of the cryptocurrency asset trading market in Vietnam.
This will be done in August at the earliest. Or maybe until September, said Deputy Minister Nguyen Duc Chi.
Regarding how many assets, houses, and exchanges will be licensed during the pilot period, the Deputy Minister of Finance said that this agency is currently clarifying the criteria, conditions, and standards for information technology, processes, financial capacity, and professional capacity.
Based on that criterion, the Ministry of Finance will consider and select. To ensure competitiveness, during the pilot period, there will certainly be more than 1 trading floor providing a pilot licensed service. However, the number of piloted exchanges will not be too many, not exceeding two digits, Deputy Minister Chi said, adding that if too many exchanges are licensed for piloting, it will be more difficult to evaluate after the pilot period.
Regarding the implementation of a cryptocurrency exchange, the Ministry of Finance encourages private economic sectors to participate in the spirit of following the Party's policy, Resolution 68 on private economic development.
