Standing Deputy Prime Minister requests Lam Dong to review all wind power projects with problems

Standing Deputy Prime Minister Pham Gia Tuc requested Lam Dong province to review all wind power projects in the area with difficulties and obstacles.

On July 27, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc chaired a meeting with relevant ministries, sectors and Lam Dong province on removing difficulties and obstacles for wind power projects in the province that overlap with group 1 mineral planning according to Decision No. 866/QD-TTg, approving the Plan for exploration, exploitation, processing and use of minerals for the period 2021-2030, vision to 2050 (Plan 866).

According to a report by Lam Dong province, overlapping with Planning 866 is causing some wind power projects in the area not to be able to complete their operation, causing waste of invested resources and affecting the socio-economic development of the locality.

Specifically, in the northern area of Lam Dong province (old Dak Nong province), there are 6 wind power projects with a total capacity of about 430MW. Of which, 5 projects have been implemented, with 65/84 wind power poles meeting the conditions for putting into operation but are entangled in about 64ha overlapping with Planning 866.

In the eastern area of Lam Dong province (old Binh Thuan province), there are 2 wind power projects with a total capacity of 160MW, with about 28ha overlapping with Planning 866.

Lam Dong province proposed to soon adjust Planning 866, handle overlapping areas, create a legal basis for wind power projects to continue to be implemented and soon put into operation, helping to effectively exploit invested resources, create room to promote industrial and energy development, contributing to raising the growth rate of the province's industrial sector to over 12%.

Concluding the meeting, Standing Deputy Prime Minister Pham Gia Tuc emphasized the request to urgently remove difficulties and soon put completed wind power projects into production and business operations, avoiding waste of resources, but not legalizing or legitimizing violations.

Recalling the direction of the Government and the Prime Minister, wherever there are problems, they must be resolved, and issues of similar nature need to be reviewed and summarized for synchronous handling, the Standing Deputy Prime Minister requested Lam Dong province to review all wind power projects in areas with similar difficulties and problems as the 8 projects mentioned at the meeting, to report and propose general handling plans.

Giving opinions on the direction to remove obstacles for wind power projects in Lam Dong province with overlapping areas with Planning 866, the Standing Deputy Prime Minister requested to urgently complete the dossier and procedures to submit to the Prime Minister for approval of the adjustment of Planning 866. The adjustment of the plan must be carried out in accordance with the scope of area affected by each project, each item, ensuring that it does not affect the direction of mineral industry development and the overall development of the locality.

The Standing Deputy Prime Minister noted that in the process of removing obstacles for wind power projects, it is necessary to simultaneously handle the responsibilities of violating organizations and individuals (if any), in accordance with legal regulations. Handling violations must have specific deadlines, not be prolonged, and not affect the continued implementation of projects.
