The Congress was attended by Ms. Do Hong Van - Member of the Presidium, Deputy Head of the Labor Relations Department of the Vietnam General Confederation of Labor; Ms. Ha Thi Phuong Thao - Deputy Head of the Trade Union Work Department and 400 delegates, representing more than 500,000 workers, civil servants and laborers working in the province.

In the first working session, the Congress elected the Presidium, the Secretariat, and the Delegation of Delegation status Inspection Committee; and at the same time, approved the Congress's working program and regulations.
The political report submitted to the Congress said that after implementing the policy of arranging and streamlining the organizational apparatus, ending the activities of district-level trade unions and trade unions in administrative agencies, the workforce of workers, civil servants and laborers of Tay Ninh province is currently mainly concentrated in industrial parks, clusters and economic zones at the border gate.


In the period of 2023-2025, trade unions at all levels in the province have implemented many practical emulation movements, innovating propaganda and education work, building a strong trade union organization. Activities to care for the welfare and social security of union members and workers continue to be promoted, notably the "Tet Sum Vay" programs, organizing year-end activities at workers' dormitories, supporting bus tickets for workers to return home for Tet.
In the 2023-2025 period, nearly 1.2 million union members and workers have been cared for and supported with a total cost of nearly 520 billion VND. Trade unions at all levels in the province also built 243 "Union Shelters", with a total cost of nearly 15.6 billion VND, contributing to stabilizing the lives of workers in difficult circumstances.
Along with social security work, in the past term, trade unions at all levels of Tay Ninh province have performed well the role of representing and protecting the legitimate and legal rights and interests of union members and workers through legal consultation activities, dialogues, inspections and supervision of labor policy implementation at enterprises.

Currently, 100% of state-owned enterprises and about 76% of non-state enterprises with trade unions in the province have signed collective labor agreements, with many provisions that are more beneficial to employees than those prescribed by law. The quality of shift meals at the enterprise has been gradually improved, the value of each meal ranges from 20,000 to 50,000 VND.
The general assessment shows that the activities of the Tay Ninh Provincial Trade Union in the period of 2023-2025 have achieved quite comprehensive results, creating an important foundation for the Trade Union to enter the new term. In the past term alone, the whole province had more than 1,000 collectives and over 2,500 individuals awarded emulation flags and certificates of merit by the Vietnam General Confederation of Labor, the Provincial People's Committee and the Provincial Labor Federation.
With the motto "Solidarity - Democracy - Discipline - Innovation - Development", the Tay Ninh Provincial Trade Union Congress for the 2025-2030 term focused on evaluating the results of implementing the Resolution of the previous term, while identifying the direction, goals and key tasks of the workers, civil servants, laborers and trade union activities in the coming period.
Also in the first working session, the Congress reviewed and approved the report on reviewing the leadership and management of the Executive Committee and the Standing Committee of the Tay Ninh Provincial Labor Federation for the 2023-2025 period and listened to the synthesis of comments contributed to the draft documents of the Congress, before dividing into groups to discuss key contents.
