In order to reduce congestion and ensure traffic safety, the Hanoi Department of Construction is implementing sidewalk cuts and road expansion at the intersection of Le Van Luong - Hoang Minh Giam - Nguyen Tuan (in the area of Thanh Xuan and Yen Hoa wards, Hanoi).
According to the Hanoi Department of Construction, the Traffic Infrastructure Maintenance Board is organizing the renovation of the intersection's shakes, including narrowing sidewalks and expanding the road surface of Le Van Luong and Hoang Minh Giam streets. At the same time, technical infrastructure items such as trees, lighting systems, and drainage within the construction area have also been relocated and adjusted accordingly.

A representative of the Traffic Infrastructure Maintenance Board said that the Le Van Luong - Hoang Minh Giam intersection area is often congested during rush hour. During the construction process, 52 trees on the sidewalk were affected. Of these, 10 trees are old, with large diameters, mainly dairy trees, so they are forced to be cut down according to the approved plan. The remaining trees were pruning, kept the soil and moved to other locations.
According to the assessment of the Department of Underground Construction Management and Trees (Hanoi Department of Construction), the trees that were cut down were too large in size, with low survival chances if relocated, so cutting down is necessary to ensure safety and project progress.

It is known that in 2025, the Hanoi Traffic Infrastructure Maintenance Board has been implementing sidewalk cuts and road expansion at 11 intersections to reduce congestion. Of which, 6 completed intersections include: Dinh Thon - Pham Hung; Vu Quynh - Me Tri; Lane 171 Nguyen Xien; Lane Hoa Binh 7 - Minh Khai; Chu Huy Man - Nguyen Lam; Co Linh - Thach Ban.
There are currently 5 intersections under construction including: Minh Khai Street (under Vinh Tuy Bridge - Mac Thi Buoi Street); Huynh Thuc Khang - Nguyen Chi Thanh; Le Van Luong - Hoang Minh Giam - Nguyen Tuan; Nguy Nhu Kon Tum - Vu Trong Phung; Vo Van Kiet - road to Quang Minh Industrial Park, expected to be completed before December 25.
