On October 14, Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor (VGCL) - said that immediately after Resolution 06/NQ-TLD on supporting union members and employees whose working hours are reduced or their labor contracts are terminated due to enterprises cutting or reducing orders was issued by the Presidium of the VGCL, in order for trade unions at all levels to facilitate and uniformly implement support for union members and employees, on January 16, 2023, the Presidium of the VGCL issued Decision No. 6696/QD-TLD regulating the implementation of policies to support union members and employees whose working hours are reduced or their labor contracts are terminated due to enterprises cutting or reducing orders during the period from October 1, 2022 to March 31, 2023.
Then, on August 25, 2023, the Presidium of the Vietnam General Confederation of Labor issued Conclusion No. 02/KL-DCT on continuing to support union members and employees whose working hours have been reduced or their labor contracts have been terminated due to the reduction of orders by the enterprise according to Resolution No. 06/NQ-TLD. The support period is from April 1, 2023 to December 31, 2023. The deadline for receiving documents is no later than January 31, 2024.
And to ensure timely, consistent and accurate implementation of the policy, the Presidium of the Vietnam General Confederation of Labor issued Decision No. 7785/QD-TLD dated August 25, 2023 on amending and supplementing a number of articles of the Regulation on the implementation of support policies for union members and employees whose working hours are reduced or whose labor contracts are terminated due to enterprises cutting or reducing orders, issued together with Decision No. 6696/QD-TLD.
Mr. Phan Van Anh said that from October 1, 2022 to December 31, 2023, trade unions at all levels have spent more than VND 141,190 billion to support 99,539 people. The total number of union members supported is 98,066 people (accounting for 98.52% of the total number of people supported).
According to the leader of the Vietnam General Confederation of Labor, the policy to support union members and employees whose working hours are reduced or whose labor contracts are terminated due to businesses cutting or reducing orders is a very meaningful policy, issued promptly by the union organization in the context of many businesses facing difficulties in production and business, leading to many union members and employees being negatively affected in terms of employment and a large decrease in wages and income.
Through the support policy of the trade union organization, the most affected and most affected employees with the greatest reduction in employment, wages and income have been supported, demonstrating responsibility, concern and dedicating resources to take care of employees in accordance with the conditions of the trade union organization, contributing to accompanying the Government and the business community in providing timely support, helping employees overcome difficulties, which has been recognized and highly appreciated by the Party, State, businesses, employees and society.
