Additional support for union members and workers affected by storms and floods

The Vietnam General Confederation of Labor has just directed the provincial and municipal labor federations; the central and equivalent industry unions; and the trade unions of corporations under the Vietnam General Confederation of Labor to amend and supplement Official Dispatch No. 2038/TLD-QHLD on caring for and supporting union members and workers affected by storm No. 3 and floods in 2024.

Accordingly, in the face of the situation where many union members and workers were severely affected by the recent storm No. 3 and floods, the Presidium of the Vietnam General Confederation of Labor issued Official Dispatch No. 2038/TLD-QHLD dated September 10, 2024 to direct trade unions at all levels to promptly care for and support union members and workers, contributing to helping union members and workers reduce difficulties and soon stabilize their lives.

However, during the implementation of the policy, a number of issues arose regarding documents, procedures, support sources and beneficiaries. The Presidium of the Vietnam General Confederation of Labor revised and supplemented Official Dispatch No. 2038/TLD-QHLD dated September 10, 2024 and requested the provincial and municipal Labor Confederations, Central and equivalent Industry Trade Unions, and Trade Unions of Corporations under the Vietnam General Confederation of Labor to continue to support union members, workers and relatives of workers affected by storms and floods.

Accordingly, the Union organizes activities to support union members and workers who died: 10 million VND/person; relatives of union members and workers (biological children, adopted children, spouses, biological fathers, biological mothers, adoptive fathers, adoptive mothers, fathers-in-law or father-in-law, mothers-in-law or mother-in-law) who died: 5 million VND/person.

Support union members and workers who are seriously injured and have to be hospitalized for treatment - support level from 1-5 million VND/person.

Support for union members and workers whose houses are damaged or lost: Houses with damaged roofs that need to be repaired - support level from 1-3 million VND/case; houses that have collapsed, are completely damaged and cannot be repaired and must be rebuilt - support level of 50 million VND/case.

The support fund is taken from the regular operating fund or the annual revenue and expenditure balance of the grassroots trade union unit.

In case the direct superior trade union cannot balance the resources, it must send a written request to the provincial trade union to provide financial support.

Provincial trade unions shall consider providing financial support for implementation based on the written request of the direct superior trade union.

In case the provincial trade union has a regular operating fund balance at level 2 and level 3 at the time of support payment (as of September 1, 2024) of less than 15 billion VND, it shall report to the Standing Committee of the Presidium of the Vietnam General Confederation of Labor for consideration of funding support; the Standing Committee of the Presidium of the Vietnam General Confederation of Labor shall consider funding support based on the written request of the provincial trade union.
