According to Article 16 of Decree 33/2023/ND-CP, commune-level civil servants who graduate from training according to the standards on professional qualifications and skills prescribed in Decree 33/2023/ND-CP are entitled to salary classification as administrative civil servants with the same training level prescribed in the professional salary table for cadres and civil servants in state agencies issued together with the Government's Decree on salary regime for cadres, civil servants, public employees and armed forces.
Commune civil servant salary in 2025 is calculated according to the following formula:
Salary = Salary coefficient x Basic salary in 2025
In there:
- The salary coefficient will be applied according to the coefficient of administrative civil servants.
According to Circular 02/2021/TT-BNV, the salary coefficient of administrative civil servants is as follows:
+ Specialist: Salary coefficient from 2.34 - 4.98 (university degree or higher).
+ Staff: Salary coefficient from 2.1 - 4.89 (college level or higher).
+ Staff: Salary coefficient from 1.86 - 4.06 (training level from intermediate level or higher).
Basic salary in 2025 is 2.34 million VND
On November 13, 2024, the National Assembly passed Resolution 159/2024/QH15 on the state budget estimate for 2025. In particular, the National Assembly agreed not to increase public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people in 2025; while public sector salaries are calculated based on the basic salary level.
Therefore, the basic salary in 2025 remains at 2.34 million VND/month according to Decree 73/2024/ND-CP.
