At the Conference, General Luong Tam Quang - Politburo member, Minister of Public Security - emphasized three groups of personnel organization work that need to be focused on in the coming time.
One of them is to be determined and resolute in effectively implementing the key breakthrough task of "Being a pioneer in implementing the Party's policy on continuing to streamline the organizational apparatus", providing practice for the entire political system to refer to.
In particular, General Luong Tam Quang requested that the heads of the police at all levels and leaders and cadres working in personnel organization remember and carry out the instructions of the head of our Party at the recent Conference summarizing the Party organization and construction sector: "Cadres leading the Party committees and the cadre organization system must always have 3 questions and at the same time must have reasonable answers, which are: How to have a State apparatus that operates effectively, efficiently, and effectively? How to have a team of cadres who are enlightened and dedicated to the country, the people, and the Party's cause? Why does the Party have to choose the cadre issue as the key?".
From there, the units did a good job of advising on the organization and arrangement of cadres in the People's Public Security Forces, ensuring that after the third arrangement, it would truly be a model apparatus, refined, compact, strong, efficient, effective, and efficient.
The Minister of Public Security also requested to urgently complete the Project and plan on adjusting the functions, tasks, powers, and organization of the Ministry of Public Security and to arrange and streamline the organization of the police apparatus at all levels to submit to competent authorities for approval.
Notably, there will be an early implementation plan to reduce the number of intermediate levels at the local level, strengthen the base, and rearrange the force.
Minister Luong Tam Quang also requested that police chiefs at all levels and leaders and officers in charge of personnel organization proactively calculate and perfect the party organization, arrange and assign staff, especially evaluate staff during the arrangement and assignment process when streamlining the organization and apparatus. They must be fair, objective, and bold in screening and removing from their positions those officers who do not have the qualities, abilities, or prestige, and use officers with truly outstanding abilities and high prestige, assigning the right people to the right jobs.
Do a good job in political and ideological work; implement policies and regimes for cadres and soldiers promptly and in accordance with regulations, ensuring that cadres and soldiers feel secure in their work, especially for cadres and soldiers who are directly affected and influenced in the process of rearranging and streamlining the organizational apparatus.
