Citizen asked: In 2019, I worked at a college and attended a training course for the title of Senior Lecturer, Grade II. Then, in 2021, I transferred to work at a secondary school, and have now been informed that I do not have a Grade III certificate, so I cannot be promoted to the rank of vocational education officer, Grade III.
So let me ask, in my case (having a level II professional title certificate), am I eligible for promotion to level III?

The Ministry of Labor, War invalids and Social Affairs has issued Circular No. 07/2023/TT-BLDTBXH replacing Circular No. 03/2018/TT-BLDTBXH. Pursuant to Article 4 of Circular No. 07/2023/TT-BLDTBXH, vocational education officials only need one type of training certificate according to the professional title standards of vocational education officials for all positions (promotion does not require a training certificate according to the professional title standards of corresponding vocational education officials).
Pursuant to Clause 3, Article 2 of Decree No. 89/2021/ND-CP, civil servants with certificates of completion of training programs prescribed in Clause 4, Article 17 of Decree No. 101/2017/ND-CP or who have been appointed to the professional title of civil servant before June 30, 2022 are not required to participate in the corresponding training programs as prescribed in Decree No. 89/2021/ND-CP.
Accordingly, in case a teacher has a certificate of training for a senior lecturer (grade II) before June 30, 2022, which is a certificate of completion of the training program prescribed in Clause 4, Article 17 of Decree No. 101/2017/ND-CP, he/she does not have to participate in training to be granted a certificate according to the training program for professional title standards for civil servants specializing in vocational education prescribed in Decree No. 89/2021/ND-CP, Circular 07/2023/TT-BLDTBXH dated August 28, 2023 and Circular No. 12/2023/TT-BLDTBXH.
