In the period from July 1, 2025 to before January 1, 2026, if they have not enjoyed the leadership position allowance coefficient or have preserved the allowance coefficient due to the impact of organizational structure arrangement or administrative unit arrangement according to the regulations of the National Assembly Standing Committee, the Government but lower than the allowance coefficient according to Decision 09-QD/TW in 2026, they are entitled to retroactively receive and retroactively pay social insurance according to the allowance coefficient in this Decision from the date of holding the leadership position.
Heads of Party agencies, the Vietnam Fatherland Front and socio-political organizations at the Central level; secretaries of provincial and city Party committees, Party committees directly under the Central Government; secretaries of Party committees directly above grassroots levels directly under 4 Party committees directly under the Central Government are responsible for implementing Decision 09-QD/TW in 2026.
