Exceeding the target of the previous period but still having bottlenecks
In the period 2021 - 2025, the whole province after consolidation sent 4,203 workers to work abroad under contract, reaching 123.6% of the plan. In which, the Japanese market received 2,282 workers, Taiwan (China) 1,403 workers, Korea 433 workers and other markets 85 workers.
Ca Mau province (old) alone reached 1,963 workers leaving the country, while Bac Lieu (old) reached 2,240 workers, all exceeding the set target.

Employees in Japan have an average income of over 30 million VND/month, South Korea from 40 - 45 million VND/month, Taiwan from 22 - 24 million VND/month. Many recruited occupations are in the fields of mechanics, electronics, agriculture, construction, food processing, domestic helpers...
In addition to the official labor program, the locality has signed 11 cooperation minutes with Korean localities to send seasonal workers to work. To date, 288 workers have left the country under this category, with an average income of 35 - 45 million VND/month.
However, some localities have not paid due attention, propaganda work is not synchronized, and many workers are still psychologically afraid to go far from their families. Many households are facing financial difficulties, not having enough initial expenses to learn foreign languages, learn a profession, and complete dossiers.
Notably, there is still a situation where some workers violate contracts, abscond or reside illegally abroad, affecting the reputation and cooperative relations of the locality.
More than 100 billion VND in support, each worker borrows 200 million VND
In the period 2026 - 2030, Ca Mau sets a target of sending 5,000 workers to work abroad under contract, an average of 1,000 people per year. At the same time, 100% of participants will receive foreign language training, orientation education and legal advice before leaving the country.
The province also strives for 100% of communes and wards to have workers working abroad, creating a uniform spread between localities.
To achieve this goal, the locality plans to allocate more than 100 billion VND in funding. Each worker is supported with an average loan of about 200 million VND to pay for expenses related to exit.

Along with that, the province will expand links between businesses, Employment Service Centers and vocational training institutions; strengthen foreign language training right from high school level; take advantage of the vocational school system in the province to reduce living and travel costs for workers.
Key markets continue to be prioritized such as: Japan, Korea, Taiwan (China), and surveys are expanded to Canada, Hungary, the United States and some countries with stable recruitment needs.
In addition to the selection stage, the province also strengthens inspection and examination of service businesses, and strictly handles acts of taking advantage of policies or collecting fees against regulations.
After the contract expires and returns to the country, workers will be supported to connect jobs inside and outside the province, or continue to participate in foreign labor programs if needed. This is considered a solution to create high-skilled human resources, contributing to attracting investment and promoting local socio-economic development.
