Mr. Huynh Thanh Xuan - Vice President of the Vietnam General Confederation of Labor (VGCL) attended and gave a speech directing the conference.
Emulation block No. 2 is completed according to Decision 269/QD-TLD dated January 3, 2024 of the Vietnam General Confederation of Labor. Accordingly, the bloc includes 5 Central Trade Unions of administrative and career sectors and armed forces: Civil Servants, Education, Health, National Defense and Public Security. By June 2025, the bloc is managing 2,144 grassroots unions and 49 direct superior unions at the grassroots level with 379,012 union members.
In the first 6 months of 2025, units in the emulation bloc will continue to innovate the content and methods of trade union activities, focusing on performing the task of representing, caring for, and protecting the legitimate and legal rights and interests of workers; strongly applying information technology in trade union activities; focusing resources and directing grassroots activities and paying special attention to union members, civil servants, public employees, and workers in difficult circumstances and with low income; directing focus on working areas according to the functions and tasks of the Central Trade Union, in conjunction with the expertise of the ministry, industry and the direction of the General Confederation of Labor.
The trade unions in the bloc have closely followed the theme of activities in 2025 of the Vietnam General Confederation of Labor, implemented activities associated with the political tasks of ministries and branches; actively directed and guided trade unions at all levels to perform their representative functions, care for and protect the legitimate and legal rights and interests of workers; organized many meaningful programs during the Lunar New Year and Workers' Month such as: "Tet Sum Vay - Xuan Ung Deng", "Union Tet Market", "Thanh An Lao Dong"; supported tens of thousands of gifts, organized health check-ups, provided scholarships, supported vehicles to return home for Tet... with a total cost of up to hundreds of billions of VND.
Many units proactively contribute ideas on legal policies, organize legal consultations, sign new welfare agreements, expand incentives for union members; organize well conferences for civil servants, public employees, conferences for workers and dialogues at the workplace...
Speaking at the conference, Mr. Huynh Thanh Xuan - Vice President of the Vietnam General Confederation of Labor acknowledged and praised the achievements of Emulation Bloc No. 2 in the past 6 months. Mr. Huynh Thanh Xuan directed that in the coming time, units in Emulation Block No. 2 need to urgently complete the remaining work contents to complete the task of arranging the apparatus of their units.
Along with that, units need to quickly stabilize the organizational apparatus, rearrange departments, amend working regulations, adjust the content of directions and tasks to adapt to the new model from July 1, 2025; prepare plans to direct and organize trade union congresses at all levels...
Mr. Huynh Thanh Xuan also noted a number of recommendations from units in Emulation Block No. 2.
