Need many activities to attract union members
At the conference, delegates also pointed out many limitations and difficulties in developing union members and establishing Communist unions. Thanh Hoa is an area with a low minimum wage and average income that is not high, leading to workers tending to move to other provinces and cities in the country with higher wages and income. The need to export labor to foreign countries is increasing.

On the provincial side, there needs to be a mechanism to attract and retain workers to stabilize the number of union members.
