“4 Good Party Cells” (including completing political tasks well; good quality of activities; good solidarity, good discipline; good cadres and party members) is a model that concretizes the spirit of Resolution No. 21-NQ/TW, dated June 16, 2022, of the Party Central Committee on “Strengthening the consolidation and building of grassroots party organizations and improving the quality of party members in the new period”.
At Hai Ha Seaport Industrial Park (IP), Quang Ninh province, with the characteristic of many enterprises with 100% foreign investment capital, Party development work is always given attention, in which the role of the Trade Union organization becomes even more important.
Hai Ha Seaport Industrial Park was established in 2015, is the largest textile and garment industrial center of Quang Ninh province. Currently, the Industrial Park has 21 foreign-invested enterprises, of which 16 are 100% foreign-invested enterprises, with a total workforce of over 13,600 people.
In October 2022, the Hai Ha Seaport Industrial Park Party Committee was established, including 4 affiliated Party cells.
By January 2025, the Party Cell of Hoa Loi Dat Vietnam Garment Company Limited and the Party Cell of Hoa Loi Dat (Hai Ha) Vietnam Garment Company Limited were added, bringing the total to 6 Party Cells, including 5 Party Cells with foreign investment capital (FDI) with 64 Party members.
This is the first Party Committee of Quang Ninh province in an industrial park with many 100% foreign-invested enterprises.
The Standing Committee of Hai Ha District Party Committee has appointed a Party Executive Committee with 5 members, of which the Chairman of the District Labor Federation is also the Party Secretary.
Party cells in the Party Committee are organized in a disciplined manner, have separate meeting rooms at the enterprise, and Party activity time is counted as working hours without affecting workers' salaries and bonuses.
To consolidate and develop the Party organization, the Hai Ha District Party Committee has implemented the model of "4 Good Party Cells", "4 Good Grassroots Party Committees" (including the following criteria: Good completion of political tasks; good quality of activities; good solidarity, good discipline; good cadres and Party members), helping to improve the quality of Party cell activities and promote the leadership role of Party members. Party cells and Party Committees develop specific plans for implementation and periodic evaluation, and at the same time apply creative measures to meet the standards of this model.
Ms. Nguyen Thi Xuan, Chairwoman of the District Labor Federation, Secretary of the Hai Ha Seaport Industrial Park Party Committee, shared: “Immediately after its establishment, in order to implement the “4 Good Party Cells” and “4 Good Grassroots Party Committees”, the Party Committee has developed working regulations and assigned tasks to each member of the Executive Committee. The Party Committee has established a close relationship with the enterprise leadership, based on the principles of cooperation and consensus, ensuring that the Party’s activities comply with the Party Charter, the Enterprise Law and the Investment Law.”
After nearly 2 years of establishment, the Hai Ha Seaport Industrial Park Party Committee has become an important political nucleus, bringing “double benefits”, helping businesses develop in accordance with the Party’s policies and guidelines, while ensuring the legitimate rights of workers. The leadership role of the Party organization in the Industrial Park has helped maintain stability in production and business and maintain security and order in the area.
Mr. Gao Jing, Director of Human Resources Administration of Hoa Loi Dat Garment Company Limited (Hai Ha) Vietnam commented: "The Party Cell of Hoa Loi Dat Garment Company Limited has 6 party members, most of whom are responsible and exemplary leaders and workers. The company's leadership always creates conditions for those with capacity and political awareness to develop and become party members."
Mr. Nguyen Kim Anh, Secretary of Hai Ha District Party Committee, said: "The Hai Ha Seaport Industrial Park Party Committee operates in accordance with the characteristics of each enterprise, contributing to raising awareness and orienting the ideology of workers. The next goal is to consolidate and build the Party organization in the Industrial Park, develop a strong grassroots Party Committee, worthy of being a pioneer in the province's Industrial Park system."
Currently, Hai Ha Seaport Industrial Park still has 8 FDI enterprises with Trade Unions but have not yet established a Party organization. According to the review, there are still over 100 Party members who are union members and workers with registered residence outside Hai Ha district who are working stably at enterprises.
In the coming time, the District Labor Federation, in coordination with the Industrial Park Party Committee, will advise the District Party Committee to discuss with districts and towns in the province, propagate and mobilize Party members to transfer Party activities from residential areas to the Industrial Park Party Committee, and at the same time establish a grassroots Party organization when the number of Party members at the enterprise is qualified.
