Finalizing the increase in regional minimum wage in 2027 at 7.8% from January 1, 2027

The 2nd session of the National Wage Council finalized the regional minimum wage increase in 2027 at 7.8%, applied from January 1, 2027.

On the morning of July 16, the National Wage Council held the 2nd meeting on adjusting the regional minimum wage in 2027.

According to the Vietnam General Confederation of Labor, the overall assessment of the socio-economic situation in the first 6 months of the year has achieved very positive results, approaching the set goals in the context of the world and regional economy still facing many instabilities.

GDP in Q2/2026 and the first 6 months of 2026 increased by 8.39% and 8.18% respectively compared to the same period last year; GDP in the first six months of the year (higher than the estimated figure of 7.52% in the first 6 months of 2025) is the highest level in the first six months of the year in the period 2011-2025 and in the past 20 years.

In the first 6 months of 2026, the whole country had nearly 111,700 newly established enterprises, an increase of 22.5% compared to the same period last year; more than 58,100 enterprises returned to operation. In general, 169,800 enterprises joined and rejoined the market, an increase of 11.2% compared to the same period in 2025 and higher than the number of enterprises withdrawing from the market (151,100 enterprises). On average, there are 28,300 newly established and returned to operation enterprises each month.

The survey results of production and business trends of enterprises in the processing and manufacturing industry in the second quarter of 2026 show that 36.3% of enterprises assess the production and business situation as better than the first quarter of 2026; 43.4% of enterprises believe that the production and business situation is stable (79.7% of enterprises assess the production and business situation as better and remain stable). This result is more positive than the first quarter of 2026, when 69.9% of enterprises assess the production and business situation as better and remain stable. It is expected that in the third quarter of 2026, 83.4% of enterprises assess the production and business situation as better and remain stable, higher than the second quarter of 2026...

From the above updated situation, the Vietnam General Confederation of Labor proposed to the National Wage Council the average increase in the regional minimum wage in 2027 of 8% to 8.5%.

After the negotiation process, the Council approved the regional minimum wage increase for 2027 at 7.8%.

According to the minimum wage increase plan for 2027 approved by the National Wage Council, the average increase is 7.8%, equivalent to an increase of 340,000-330,000 VND depending on the region.

The minimum wage in region I increased from 5,310,000 VND to 5,700,000 VND (an increase of 390,000 VND); region II increased from 4,730,000 VND to 5,080,000 VND (an increase of 350,000 VND); region III increased from 4,140,000 VND to 4,450,000 VND (an increase of 310,000 VND); region IV increased from 3,700,000 VND to 4,040,000 VND (an increase of 340,000 VND).

According to Mr. Ngo Duy Hieu - Standing Vice President of the Vietnam General Confederation of Labor, the members of the Council discussed deeply on the basis of sharing the difficulties of businesses and difficulties in the lives of workers, reaching a consensus on an increase of 7.8% with absolute agreement from the members - affirming the common desire of the parties.

The desire of the parties to meet in a spirit of sharing and harmony is to both take good care of workers and promote production development for the goal of double-digit growth," said Mr. Ngo Duy Hieu.

Also according to Mr. Ngo Duy Hieu, in the context of many achievements in socio-economic development in the first 6 months of the year, we clearly recognize the difficulties.

The Trade Union has propagated the responsibility of sharing with businesses of workers, I believe the majority of workers will be satisfied with this result," Mr. Ngo Duy Hieu said.

The regional minimum wage has been adjusted many times in recent years. Most recently from January 1, 2026, the regional minimum wage for region I is 5.31 million VND/month; Region II is 4.73 million VND/month; Region III is 4.14 million VND/month; Region IV is 3.7 million VND/month. The hourly minimum wage in region I is 25,500 VND/hour, region II is 22,700 VND/hour, region III is 20,000 VND/hour, region IV is 17,800 VND/hour.
