According to the announcement of the Thanh Hoa Provincial Election Commission, constituency No. 21 includes Nga Son, Nga Thang, Ho Vuong, Tan Tien, Nga An and Ba Dinh communes. Voters here will select 3 delegates of the 19th Thanh Hoa Provincial People's Council, term 2026 - 2031.
Mr. Luong Trong Thanh (born 1971, from Ham Rong ward, Thanh Hoa province), holds a university degree in Literature, a doctorate in Educational Sciences, and a bachelor's degree in political theory. He is currently a member of the Presidium of the Vietnam General Confederation of Labor, a member of the Executive Committee of the Thanh Hoa Provincial Party Committee, a Vice Chairman of the Vietnam Fatherland Front Committee of Thanh Hoa province, and a Chairman of the Thanh Hoa Provincial Labor Federation.
During his work, Mr. Luong Trong Thanh was assessed as having firm political bravery, being close to the grassroots level, actively innovating trade union activities, caring for and protecting the legitimate and lawful rights and interests of union members and workers.
